Safety Officer • Provide Overall Safety Management • Deputy Sector Commander / XO • Training: Command Cadre – SCCIC, PCO/PXO • Responsibilities: • Chair, Safety Committee • Chair, Permanent Mishap Board • Pre-Mishap Plan Compliance • Facilities Emergency Action Plan Compliance • Supervise Other Safety Staff • May Perform Safety Manager, Safety Specialist, and other Safety Staff Responsibilities at Smaller Units

Safety Manager • Day-to-day Management of Safety Programs • May Be Full-time Position • Flight Safety Officer at aviation sectors must maintain direct access/action to Sector Commander • Power and Authority is Derived from Deputy! • Training: Unit Safety Coordinator and Safety Manager Courses • Responsibilities • USAT Audit - Annual Inspection of Sub-units / Functional Areas • Safety Training • PPE Management • Risk Management • May Perform Safety Specialist and other Safety Staff Responsibilities at Smaller Units

Safety Specialist • Provides Specific, Detailed Safety Function As Needed • May Be Full-time Position • Training: Skill Set as Required in Specialty Area • Examples / Responsibilities: • Aviation FSO – Direct (dotted) Line of Access/action to CO • NIMS Safety Officer – Direct Line to IC During Response • Competent Person / GFE - Confined Space Entry • Fire Marshall • Range Safety Specialist • Preventative Medicine Technician • Dive Officer • External Liaison, e.g. Marine Chemist Liaison • Crew Endurance Management

Safety Coordinators • Provides safety coordination for sub-units w/ OPFAC’s and within each functional area • Training: Unit Safety Coordinator Course (minimum) • Responsibilities (not inclusive): • Respiratory Protection Coordination • OMSEP Coordination • Competent Person / Shipyard Program Audits • Thermal Stress Program Coordination • Traffic Safety • Recreational / Off-Duty Safety • PPE – Safety Equipment Coordination • USAT Inspection • Aviation Safety Petty Officer • LO/TO and Electrical Safety

Safety Assistant(s) • Assist Safety Coordinator/Safety Manager in management of safety programs • Assigned only as needed • Training: skill set as required • Examples / Responsibilities (not inclusive): • PPE / Safety Equipment manager • Assistant USC • Safety Petty Officer • Coordinator Role for Various Programs (OMSEP, RPC, HC) Under Direction by the Safety Coordinator

  11. Safety Committee • Provide command level oversight and communications for safety issues • Representatives from sub-units / functional areas • Shop level representative - Not necessary to be the specialist or foreman • Training: as available • Responsibilities: • Review changes in operations • Identify new risks • Explore Mishap tends and recent incidents • Regularly meet (at least quarterly) with formal minutes
