Where is the role of conformity assessment programs going • Allows for the company to have its climate initiatives accessible and comprehensible • GHG Programs have a role in the oversight of their approved V/VBs – this includes suspending V/VBs, clarifying confusions over the reporting process • Develop and publish best practices in inventory and/or project reporting

  4. GHG Emission Reporting Requirements • ISO 14065 - details requirements for GHG validation and verification bodies for use in accreditation or other forms of recognition. This International standard specifies principles and requirements for bodies that undertake validation and verification of GHG assertions. • ISO 14064-3 details principles and requirements for verifying GHG inventories and validating /verifying GHG projects NOTE – ISO 14065 is GHG program neutral. If a GHG program is applicable, the requirements of the GHG program are additional to the requirements of this international standard.

  5. Why third party validation/verification • Expected under international standards • Experience with voluntary reporting shows the need • Complexity of emissions estimation • Critical for credibility of GHG programs • Consistent collection of reliable and quality GHG data

  6. ANSI GHG Accreditation Program Requirements • ISO 14065:2007 • ISO 14064-3:2006 • ISO 14064-1 and ISO 14064-2/GHG Program Requirements (e.g. VCS, TCR, CAR, CCX) • IAF Mandatory Document for the Application of ISO 14065:2007 (required date of application is Feb 2010)

Can validation/verification be fully outsourced?  Can accreditation be fully outsourced? • ISO 14065 • Clause 6.6 Outsourcing (VV/Body) a) Shall retain full Responsibility for the Validation or Verification; b) Shall required the outsourced body to demonstrate conformance with ISO 14065 c) Obtain the consent from its clients d) Documented agreement “Shall not outsource the review and issuance of the Validation/Verification Statement”

Can validation/verification be fully outsourced?  Can accreditation be fully outsourced? • ISO/IEC 17011 7.4 Subcontracting the Assessment • Shall take full responsibility for all subcontracted assessments • Shall maintain its responsibility for Granting accreditation • Shall ensure the body and its personnel involved in the assessment process; • Shall have a document agreement with the Subcontracted body
