Community Living Assistance Services and Supports • National voluntary insurance program • Allows individuals to maintain personal and financial independence • Alleviates burden on family support system • Provides funding mechanisms to support personal choice • Promotes independent living in community setting • Requires a CLASS Independence Advisory Council • Provides cash benefit and individual budget • Utilizes a Life Independence Account New Community Opportunities Center at ILRU

  10. Support Services • Assessment of need • Counseling to advice and assist • Develop spending plan • Quality oversight • Management of the Life Independence Account New Community Opportunities Center at ILRU

Potential Role for CILs • Serve on Advisory Council • Provide direct transition services • Conduct independent assessments • Conduct training on the independent living movement • Manage financial management services • Provide information and assistance – counseling • Conduct participant training • Maintain worker registry • Provide worker training New Community Opportunities Center at ILRU

  12. State Rebalancing Incentive Payments • From 10/1/11 to 9/30/15 • Depends on current expenditure balance • Establish goals • May obtain 5% or 2% enhanced funding New Community Opportunities Center at ILRU
