We have a Rural district when the rurality : - is recognized as the development “engine” - is orientated toward the “Quality rural development” THE DISTRICT AS A MODEL OF RURAL ECONOMY ORGANISATION • Typical features: - Central role of small and medium enterprises - multi-functionality and integration among economics acticties - Agriculture central role for environmental and territorial management - Basket of territorial goods and services - Identity and sense of belonging of the local actors

The Basic objective of a DR politic: -Definition of a uniform project -Promote and sustain the enterprises partecipation - Facilitate conflicts solution - Incentive production’s diversification - Guide the Agriculture toward integration - Sustain agriculture’s multifunctionality - Taking part in the territorial planning THE DISTRICT AS A GOVERNANCE TOOL The Principles: • “bottom-up” approach • Integration among the various economic activities • Sustainability of development process

THE RURAL DISTRICT BY THE NATIONAL “GUIDELINE LAW” The national “Guideline Law “ says (art.12): • i RURAL DISTRICTS : as local production systems “characterized by an historic identity and territorial homogeneity stemming from integration among agro-fishing activities or other local activities and from very specific goods and services productions, consistent with traditions and the environmental and territorial vocations” • QUALITY AGRO-FOOD SYSTEMS : The local production systems “Characterized by a substantial economic value, by interrelationship and interdependence among agricultural and agro-food enterprises and by one or more certified productions (protected by the existing european or national regulation), or by typical or traditional productions”

REGIONS’ ROLE • The Guideline Law estabilish that: The Regions have to identify the Ruaral Districts but do not specify: • Which are the tasks that they have to carry out within the context of the local planning tools • Whic are the Districts acknowledgement and delimitation standard • The Regions decisions (Piemonte, Toscana, Lazio, Basilicata, …) • Regione Toscana situation

  18. A RURAL DISTRICT FOR MAREMMA From being marginal to being competitive: WHICH STEPS? THREE INTERVENTION LEVELS • Elaborate a Development Model to pursue, through a collaboration process among citizens enterprises and local institutions • Support to the productive system and to the enterprises • Co-ordination of public operations already active within the Maremma territory as well as the realization of specific initiatives.

What has been done What need to be done • The Provincia di Grosseto carried on a pilot experience for the whole regional territory • The Regione Toscana , on the basis of Grosseto experience , subscribed the Regional Law n.21 of the 5th of April 2004 which define “The Rural Districts Regulation” ; • On the basis of the Regional procedures definitions the Provincia should provide the Projects subscription and the following acknowledgement request at Regione Toscana • Taking in consideration that the process results to be already defined it just need to be revised on the basis of the Regional Regulations
