Wireless Medical Applications - Frequencies • Frequencies for vehicular/ automotive radars are identified in ERC Recommendation 70-03 Annex 5. • This Annex 5 covers frequency bands and regulatory as well as informative parameters recommended for Road Transport and Traffic Telematics (RTTT) including all types of vehicle communications between vehicles (e.g. car-to-car), and between vehicles and fixed locations (e.g. car-to-infrastructure) as well as radar system installations to be used in ground based vehicles. • They are regulated by ERC Recommendation 70-03 (Annex 5) and by ECC Decision 2004/545/EC for 79 GHz and in EC Decision 2005/50/EC, amended by 2011/485/EU, for 24 GHz.

Current Revisions in CEPT in relation to Automotive Radars • ERC Recommendation 70-03 Annex 5 – approved (27 April 2012) • ECC Decision (04)10 – for approval by ECC in May 2012 • Withdrawal of ECC Decision (02)01 - in public consultation (76-77 GHz included) • 76-77 GHz railway radars in ERC Rec. 70-03 Annex 4 – in public consulation • Fifth Update of the EC Decision for SRD (EC wants CEPT to investigate widening of the scope of ERC REC 70-03 Annex 5 applications) – EC Decision 2006/771/EC -> incl. 76-77 GHz

ERC Recommendation 70-03 Annex 5Vehicular/Automotive Radars - SRR Comparable technical specifications to those given in these ECC Decision are given in EC Decision 2004/545/EC for 79 GHz and in EC Decision 2005/50/EC, amended by 2011/485/EU, for 24 GHz. Harmonised EU Standards under the R&TTE Directive: EN 302 288 (24 GHz) and EN 302 264 (79 GHz) -> Installation Requirements

ERC Recommendation 70-03 Annex 5Vehicular Radars – LRR - and fixed installed radars Also used by fixed installed radars at railway level crossings (Annex 4 of REC 70-03): Other fixed radar installations would need spectrum engineering studies with positive conclusions in the CEPT before they could be allowed (Risk of interference to vehicular radars -> evidence provided by the Mozarim Study). Both applications covered by ETSI EN 301 091 (under revision) – Installation Requirements for fixed radars

  8. ERC Recommendation 70-03 Annex 5Wideband Low Activity Mode (WLAM) Complementary to Narrowband Radars The wider bandwidth will be only activated in specific driving conditions, i.e. for pedestrian safety. ETSI EN 301 858 (under revision to include WLAM)

Next World Radio Conference WRC-15 • WRC-12 concluded on a new agenda item for WRC-15: • AI 1.18: to consider a primary allocation to the radiolocation service for automotive applications in the 77.5 – 78 GHz range in accordance with Resolution COM6/23 (WRC-12) • COM6/23:76-77 GHz and 77-81 GHz most suitable bands for SRR in the future • 76-77.5 GHz and 78-81 GHz are already allocated to the radiolocation service worldwide on a primary basis • This gives SRR applications protection

  11. Where to find information • EFIS Database (www.efis.dk): one can search and compare the regulations from 41 European countries. The database contains all the related documents (EC Decision, ECC/ERC Decisions and Recommendations, ETSI SRDocs and Harmonised European Standards), see under European Common Allocation Table, ECA, which is integrated in the EFIS database. • Information about the ETSI-ECC-EC Process: http://www.cept.org/ecc/about-ecc/ecc-etsi (in case of new harmonisation measures needed) • ECO: see under http://www.cept.org/eco/about-eco • Inside the ECC, it’s the WGFM SRD/MG and WGSE SE24 dealing with vehicular radars (www.cept.org). • In addition, ECC/DEC/(02)05 specifies EN 300 086 (analogue!) for UIC DMO and need for interoperability in two considerings of ECC/DEC/(02)05. • ECO: there is evidence that the UIC DMO application only exists on paper but not in reality (no equipment found in the market as result of desktop search and questions to the community). Question 1: Can UIC DMO be removed from the ECC deliverables (this includes also ECA – European Common Allocation Table and EFIS Database)?
