  6. 6 MAIN CHALLENGES IN COOPERATION • UNTIL NOW: INSUFFICIENT TOP DOWN STRATEGIC DRIVING AND OFTEN LIMITATION TO SOME SPECIFIC TOOLS AND ESPECIALLY DEDICATED FUNDING • Insufficient ownership and support by national and regional, local institutions and existing decision making and implementation structures and systems • Cooperation objectives not rooted into national, regional//local policies, strategies • Cooperation is not integrated into usual implementation instruments and on going activities • Funding to promote ,develop and support cooperation actions and process is not secured • NEED FOR INTEGRATING COOPERATION INTO THE STRATEGIES BUILDING AND THE POLICY IMPLEMENTATION MECHANISMS
