Federal CIO Council’s Architecture & Infrastructure Committee Meeting • November 19, 2009, at Main Interior Building: • Co-Chairs: Sanjeev “Sonny” Bhagowalia, CIO, Department of the Interior, and Michael Carleton, CIO, Health & Human Services. • AIC – Cloud Computing Advisory Council (CCAC) Collaboration Update by George Thomas, Services Subcommittee Co-Chair. • Note: Peter Tseronis is the Chair of the CCAC and George Thomas works for Michael Carleton. • Open Government Directive Update by Sonny Bhagowalia. • Data.Gov Concept of Operations Update by Kshemendra Paul, Manager of the FEA PMO and Sonny Bhagowalia.

Federal CIO Council’s Architecture & Infrastructure Committee Meeting • My notes (official minutes to be published): • George Thomas has the lead in preparing a briefing on an implementation framework (procurement and security) for Katie Lewin, Chief of Staff to GSA CIO Casey Coleman and Lead for Federal CIO Vivek Kundra’s Cloud Computing Initiative. • The public release of the Open Government Directive and Data.gov Concept of Operations has been delayed because it will be a Presidential Event and the President has been out of the country. • Emphasize this is a Directive following the January 21st Memo. • Sonny Bhagowalia asked everyone for three things for OMB (which I provided a summary of in the next slide*) and for me to have a followup conversation with him this coming week. • Very interested in the DoD Cloud Computing Desktop Pilot (like iPhone Apps Store) we saw at the September NCOIC Cloud Computing Workshop. Could save government on conventional desktop infrastructure costs and increase the efficiency of collaboration and information sharing!

Pattern or Framework? • Received about 6 comments / suggestions: Allen Jones, Jason Lee, Rex Brooks, Todd Schneider, Kevin Jackson, & Peter Tseronis • Conclusion: Really a Framework for: • (1) Expressing and executing SOA patterns in Linked Open Data (e.g. Open Group's Service-Oriented Architecture Ontology and Model-Driven Architecture Solutions). • (2) Bridging the NCIOC Services WG and Cloud Computing Team for SOA Patterns Implemented with Cloud Computing (e.g. the All Hazards Alert and Warning Capability Pattern that is looking at NASA's Nebula Cloud Computing Facility for implementation). • (3) Bridging multiple NCOIC Products (e.g. Lexicon, SCOPE, etc.) and Patterns (e.g., SOA, Cloud Computing, etc.). • (4) Bridging multiple ontologies, frameworks, and ecosystems (e.g. University of California/IBM, GSA/Federal CIO Council, AgilePath, etc.). • (5) Building the Semantic Web for Government Applications (CENDI Conference) ("Hendler - the Semantic Web relies on many good URI's", common vocabularies, and lite ontologies). • (6) The Federal CIO Council and OMB that need a framework that deals with procurement and security.

  7. Patterns, Frameworks, & Roadmaps • The NCOIC has both patterns and frameworks. • OMG: • Richard Soley provided a “framework” at the July 15th Federal Cloud Computing Summit. • Bob Marcus has organized a Cloud Interoperability Roadmaps Session at the December 10th OMG Meeting and has proposed a follow-on activity to create a "Framework and Roadmap for Cloud Interoperability, Portability, and Capabilities”. • One possibility is to host a Session at the March NCOIC Plenary bringing together government, industry, and standards groups to assign roles and schedule for creating a draft Document.
