  2. FIMS Excess Window Requirements • Excess Window was implemented to meet reporting requirements for the Federal Real Property Profile (FRPP) • Updates required annually for year-end processing • Also used for the Freeze the Footprint initiative

New Excess Data Fields • Can’t Currently Be Disposed • Valid values: Yes or No • Yes - the asset cannot be removed from the inventory due to certain circumstances (environmental remediation, historical status, …) • No - there are no obstacles preventing the asset from being removed from the Department’s inventory • Population required: • When Excess Indicator = Yes for • DOE Owned Buildings, Trailers and OSF • DOE Owned, Withdrawn from Public Domain and Institutional Control Land

  5. New Excess Data Fields continued • Can’t Dispose Reason • An explanation as to why the asset can’t currently be disposed • 250 characters • Population required: • When Can’t Currently be Disposed = Yes

New Excess Data Fields continued • Determination Date for DOE Disposal • Date DOE made the final determination to remove the asset from the inventory pursuant to independent statutory authorities • Format: MM/DD/YYYY • Available for population: • When Can’t Currently be Disposed = No • Required when the final determination has been made for the asset

  7. New Excess Data Fields continued • GSA Notification Submitted • Date DOE submitted a Report of Excess (ROE) (SF-118) to GSA and is pending acceptance by GSA • Format: MM/DD/YYYY • Available for population and required if applicable: • When Can’t Currently be Disposed = No

New Excess Data Fields continued • GSA Notification Accepted • Date DOE has received an acceptance of the Report of Excess (ROE) (SF-118) from the GSA disposal office • Format: MM/DD/YYYY • Available for population and required if applicable: • When Can’t Currently be Disposed = No • GSA Notification Submitted date is populated • GSA Notification Denied date is not populated • Must be later than or equal to the GSA Notification Submitted date

New Excess Data Fields continued • GSA Notification Denied • Date when GSA denied the Report of Excess (ROE) (SF-118) • Format: MM/DD/YYYY • Available for population and required if applicable: • When Can’t Currently be Disposed = No • GSA Notification Submitted date is populated • GSA Notification Accepted date is not populated • Must be later than or equal to the GSA Notification Submitted date

  10. How the data is used • Reported directly to the Federal Real Property Profile on an asset level basis • For calculating the Departments Freeze the Footprint gross square foot value • Assets with a GSA Notification Submitted Date are counted as a disposition
