Delphi U.S. Salaried Temporary Layoff Policy Overview • Not less than one week and not to exceed 13 consecutive weeks • Employees notified by management and, whenever possible, given minimum one week notice • May be utilized as often as necessary • Corporate HR will monitor utilization of program Pay and Benefits • Receive 50% base salary (paid semi-monthly) • Benefits remain in effect • SRSP contributions based on adjusted salary • If disabled while on layoff, pay restored to full amount before calculating disability pay • Continue to accrue credited service 1

Delphi U.S. Salaried Temporary Layoff Policy Vacation • Continue to vest during layoff • Not allowed to use vacation days in lieu of layoff • If laid off at the end of the 3rd quarter or in 4th quarter and not returned to work in current year, vested vacation rolls to next year Holidays • Paid at 50% Incentive Compensation • Eligible • Based on 100% of base salary 2

Delphi U.S. Salaried Temporary Layoff Policy Return from Layoff • Management determines job, department, and pay upon return from layoff • Employees responsible for keeping manager and HR informed of contact information • May be returned earlier and employees must be available and report. Failure to do so will be deemed a voluntary quit. • Employees and managers must establish a communication process prior to layoff • Must be returned for at least one week before initiating another layoff 3

Delphi U.S. Salaried Temporary Layoff Policy Selection Process & Approval • When entire departments or product lines are being placed on layoff, approval required at Divisional level • Names submitted to Divisional HR for review and approval • When employees considered for layoff are not part of an identified group (department, product line, etc.) layoff, must be approved by Corporate Employee Relations Staff prior to commencement. • Names submitted to Divisional HR for review and approval • Corporate ER staff review and approval 4

Delphi U.S. Salaried Temporary Layoff Policy – HR Responsibilities Selection Process • Ensure selection process meets criteria and methodology utilized under Involuntary Reduction in Force guidelines • Consider replacing contracts with employees identified for layoff Notification Process • Employees provided Layoff Notification Letter • If employee refuses to sign, note on document • Kept in personnel file • Depending upon length of layoff, assets may need to be collected • Assist managers with communication process for initiation, early return, or extensions • Employee home phone number, cell phone number, pager, email, or weekly call-in to check status 5

Delphi U.S. Salaried Temporary Layoff Policy – HR Responsibilities Notification Process (cont.) • Employees to be given tentative RTW date • If returned earlier than previously communicated • Manager contacts employee to report on specific date • If employee not reached, HR sends certified letter to report on specific date • If employee fails to report, considered voluntary quit • Exception: Employee who previously scheduled vacation during same time as layoff will not be required to return if vacation was previously approved Adjustments in Pay Process • Layoff effective dates must begin with Monday and end on Sunday • Divisions will complete TLO Divisional Workbook to identify employees • Workbook will be sent to central Transaction Input Person at Corporation to load SAP 6
