  6. Crash Response Analysis • 11:23 p.m. Traffic Incident reported • 11:30 Detour initiated, then re-set further back • 2:00 Salvage/Wrecker notified • 2:51 Forensic investigator on-scene • 3:00 Salvage on scene and discovered different equipment required • 4:00 Salvage team began cutting guard rail • 6:30 truck upright • 7:30 lanes open • 8:30 detour concluded

  7. Improved Crash Response • 11:23 p.m. Traffic Incident reported • 11:23 dispatcher enters reported incident in dispatch system • Salvage sends driver to evaluate needs • York County dispatches resources via best route based on known back-ups • Detour initiated and based on real-time queue data from VDOT is set further back initially • 12:23 Salvage team on scene, calls for additional equipment • 1:23 Salvage team begins cutting guardrail • 2:00 Salvage/Wrecker notified • 2:51 Forensic investigator on-scene • 3:00 Forensic investigator done • 3:30 truck upright • 4:30 lanes open • 5:30 detour concluded Potential 3 hour savings (best case)

  8. Observed Results • Reduced Incident Clearance Times • Improved Situational Awareness for all Participants • Reduced Workload for Dispatchers

  9. Benefits • Improved traveler safety • Improved responder safety • Improved mobility • Reduced economic and environmental impacts

  10. CAD – TMC Integration ApproachSell the Concept • Conduct Site Survey: Examine systems and infrastructure at integration site. • Conduct Kick-Off Meetings with City/County/CAD Agency. • Management Kick-Off: Present to municipal management the reasons for integration, identify hurdles, and gain city leadership buy-in. • Technical Kick-Off: Begin to develop a relationship with Agency IT staff. Explain the task and develop a plan of action. Support of local IT staff is critical to success. • Gather Technical Information: Gather communications protocol information, IT policies, and other technical documentation/ knowledge required to support systems integration. This starts with the technical kick-off and continues through the initial integration planning. • Obtain Integration Candidate-CAD Center Approval: The PSAP manager, or other appropriate authority, must provide authorization for the RTIMIS integration in order for Open Roads to deploy the system. It has been our experience that this authorization often follows, rather than precedes, the kick-off activities identified above. • Establish MOUs if not already in place. • Socialize and Validate Requirements: It is critical to consider the needs of each new user of the system. Gathering operator feedback on their established concepts of operations will help ensure what is deployed to a new site provides the maximum possible benefit.

  11. CAD – TMC Integration ApproachSystems Engineering • System Requirements: The output of the User Requirements activities listed above are particular requirements that amplify the RTIMIS System Requirements Specification, which forms the foundation for the remaining software development life cycle processes. • Design Documents: Create interface definitions, architectural documents, update overall RTIMIS architecture documents, capture pertinent network/system design documentation for target system. • Develop Interface: Build the interface articulated in the design documents. • Integration Testing: Test the end-to-end system within the Open Roads testing environment. Regression test to ensure no unintended consequences with deployed RTIMIS and the KC Scout System functionality. • Conduct System Testing: Test the interfaces and any system changes in the development lab environment. • Deploy System Components: Deploy those components specifically required to enable the new CAD Center being integrated to share their information with the RTIMIS network. • Production Testing: Perform functional and performance testing in the production environment. • Training: Conduct operator and system administrator training.

  12. CAD – TMC Integration ApproachBasic Requirements • Auto-extract relevant CAD information, requiring no action by 911 operators. • Filter at the source system what CAD information is published. • Conform to standards for information sharing. • Provide standards-based output in XML. • Store data in Data Warehouse. • Provide reporting and analysis capabilities on system data. • Minimize impact on partner agency IT staff through active system monitoring and remote administration capabilities.

  13. The Vision of a Coordinated Operations Response How can we work toward a common solution if we aren’t seeing the same problem?

  14. Why CAD Integration? Improve Safety, Mobility and Sustainability
