  4. Approved Project Status Report • Prepayment Projects Approved in FY10: • Thornton Road-Empire 230-kV Transmission Line Rebuild • Empire-ED5 Substation 230-kV Transmission Line Rebuild

Thornton Road-Empire 230-kV Transmission Line Rebuild • The principal components of this project include the demolition of 14.1 miles of the existing Casa Grande-Empire 115-kV wood pole transmission line and rebuilding on steel monopoles. • Project was energized February 21, 2012 • Original Estimated Costs - $16,592,647 • Revised Costs - $10,035,811

Empire-ED5 Substation 230-kV Transmission Line Rebuild The principal components of this project include the demolition of 9.2 miles of the existing Empire-ED5 115-kV wood pole transmission line and rebuilding on steel monopoles. • Project was energized May 31, 2012 • Original Estimated Costs - $8,790,101 • Revised Costs - $3,616,023

ED4-ED5 230-kV Transmission Line Rebuild The principal components of this work include the demolition of 9.1 miles of the existing Electrical District No. 4 (ED4) to Electrical District No. 5 (ED5) 115-kV wood pole transmission line and rebuilding on steel monopoles. • Construction contract was awarded August 29, 2012 • Scheduled for completion in January, 2013 • Original Estimated Cost - $14,982,000 • Revised Estimated Cost - $7,177,729

Coolidge Substation 230/69-kV Transformer Addition The principal components of this work include the addition of two 230-kV bays; one on the east side and one on the west side of the existing 230-kV yard. The additional bay on the west side of the existing 230-kV yard will include a 45 MVAR capacitor bank and a reactor.

  12. Bouse Switchyard 161-kV Rebuild This project involves building a new switchyard with modern equipment rated to 230-kV, including circuit breakers, a control building with relays and controls, as well as a new microwave tower to maintain the existing communications.

ED2–ED4 115-kV Transmission Line Rebuild This project consists of: • Completely removing 9.3 miles of conductors, insulators, hardware, and all wood structures. • The new transmission line will be built on double-circuit 230-kV steel monopoles. • One circuit will be installed utilizing a 1272 kcmil ACSS conductor. • Estimated cost is approximately $11,100,000.

  15. ED2–ED4 115-kV Transmission Line Rebuild • This project has been rescheduled to commence in October 2014, in order to accommodate South of Phoenix outage restrictions.

  17. Pinnacle Peak-Rogers 230-kV Right-of-Way Resolution • Western’s Pinnacle Peak-Rogers Double-circuit 230-kV • Transmission Line crosses 7.33 miles of the Salt River • Pima-Maricopa Indian Community. • Western’s easement expired in 2000.

  18. Pinnacle Peak-Rogers 230-kV Right-of-Way Resolution • A settlement was reached for $12 million for all back rent, and a 50-year term from 2007. • The cost will be split evenly between the Colorado River Storage Project and the Parker-Davis Project.

  19. Parker–Headgate Rock 161–kVTransmission Line Rebuild The Parker-Headgate Rock and Parker-Bouse Transmission Lines will be rebuilt between Parker and Headgate Rock. Due to encroachment issues on the existing right-of-way, a new route will need to be chosen. The new lines will be constructed as a double-circuit 230-kV line, energized at 161-kV. • Construction scheduled to start October, 2014 • Scheduled for completion fall of 2015 • Estimated Cost - $17,954,000

  22. Alternative Prepayment ProjectTucson Substation Rebuild The Tucson Substation, originally constructed in 1951, operates at 115-kV and 14.4-kV in a main and transfer bus configuration. With the majority of the substation’s equipment being well in excess of 50 years old, the substation’s operational reliability is severely diminished.

Alternative Prepayment ProjectTucson Substation Rebuild (cont’d) • Due to the deteriorated condition of the yard and control building, and possible environmental issues, a total rebuild of the yard is recommended. • The new substation and control building would be built to 230-kV standards, but operated at 115-kV until the remainder of Western’s system in the area is upgraded to 230-kV.

Voting Process Overview(MOU - Section 5) • Each participant (those that signed an MOU) will have one vote. • Approval requires an affirmative vote of greater than fifty (50) percent of votes received (during the meeting, via e-mail or proxy) by the close of the meeting. • Multi-year projects in the Prepayment Funding Plan will be approved for the total funding of the project. • Western shall pursue other means of funding projects not approved for Prepayment Funding, or move the project to a later fiscal year for reconsideration.

  28. Prepayment Funding Plan Vote • Roll call of customers that have signed the MOU. • Identify customers that voted via proxy or e-mail. • Provide voting results.
