  1. ECF 2 Gary Bass, LMA 21 October 2009

  2. ECF2 Release 1 ECF2 Release 1 will provide tools and services that will reduce the end-to-end cycle time for claims handling and settlement.

  3. Background Market claim handling has seen a massive change in the past 2 years from paper file based face-to-face claims broking to the widespread adoption of electronic handling of claims (ECF) using CLASS and the IMR Noticeably reduced elapsed times for claim advice throughput (potentially halved) but greatly increased effort for carriers (2-4 times more) and electronic volumes set to increase Current systems (CLASS and IMR, with ECF screens) not assisting carriers and brokers in: Workflow management Document file review Management information And some transaction types (esp. Binder & Proportional Treaty claims) not properly supported by CLASS Lloyd's wishes to change its claim handling scheme to be more flexible

  4. ECF2 Release 1 – Benefits Service benefits Reduced turnaround times Greater productivity More effective claim handling From improved management, usability and information: Managing workload through “workflow services” Updating your own records through “workflow triggers” More efficient and effective file viewing using “Document File Viewer” Improved “ECF” data user interface, including ECF User Group change requests Common set of screens for companies and Lloyd’s users Claim handling performance and reconciliation information Additional data (e.g. Expert fees) for Lloyd’s underwriters

  5. ECF2 Release 1 – Benefits A step towards... Support for more flexible claim agreement and settlement schemes Ability to handle claims entirely within your own systems Adoption of new ACORD standards to support international operation New claims agreement systems to augment and eventually replace CLASS A new broker interface to advise claims cross-market

  6. ECF2 Release 1 - Applications in detail Claims Workflow Triggers (CWT) for notifying when a claim file requires action Available via new Claims Workflow Services or as feed to drive in-house claims workflow system Claims Workflow Services (CWS), whereby a claims department will be able to: See the status of their claims, whether or not awaiting their action Assign actions to specific users in their team Claims Agreement Screens (CAS) for reviewing, responding and settling claims Single user interface, displaying claims data from CLASS, available for both the Lloyd’s and Company market Document File Viewer (DFV) for fast online viewing of IMR documents Aggregated PDF document containing all documents for a single claim file Text search facility within this PDF version of the claim file Claims Data Warehouse (CDW) for providing service performance information Includes data exploration, reconciliation capabilities and XCS additional data extracts Single Sign On (SSO) for all of the new applications listed above Removes the need for the user to log on each time they access a different application

  7. ECF2 – Other deliverables approved by the market eCOT+ Making the business case for an extended ACORD standard (eCOT+) for claims using “two-way messaging” with message types to support querying, forwarding, and onward actions Aim is to get an ACORD Working Party to define the detailed standard for approval during 2010 The project may undertake analysis of current and proposed business flows, and consider how claims relates to other messaging areas such as eAccounts and pro-rata treaties Binder Prototype Analysis of the systems needed to process 100% of Lloyd’s binders electronically The project will produce a set of storyboards and a prototype suitable for the basis of a formal Binder System proposal for development in 2010 Improved Performance for Electronic Claims

  8. ECF2 Release 1 – Market Engagement System Design ECF2 Workflow and Claims Data screens ...
