  3. 1-Market envirenment • Telecommunications is a key enabler of economic and social development of a nation • Universal service is a particularly urgent issue for rural and remote communities • Today Internet access becomes as essential as telephony • New multimedia services and technological convergence are shifting the regulatory focus to UNIVERSAL ACCESS
