  2. Outline • 2007 CSC Analysis • List of issues related to the calculation of TCRs

  3. 2007 CSC Analysis • Met on June 28 to discuss 2007 CSCs • ERCOT staff provided 15 cluster analysis scenarios and bus comparisons under a 5 zone scenario • Stakeholders requested additional analysis for the: • Selection of the South to Houston double circuit line • Impact to TCRs • Next meeting: July 28; 9:00 am to 12 noon

  4. TCR Calculation Impacts • Issue: Increase visibility of TCR revenue adequacy. • Activity: TCR quarterly reports posted – MPs need to provide comments on content. • Issue: Improve outage impact determination. • Solution: Outage Sensitivity Factor Project (PR-30056-01) pending; this tool allows for a quicker review of specific outage impacts

  5. TCR Calculation Impacts • Issue: Determine methodology for outage significant impact. • Activity: Currently outages lasting 5 days or more are considered to have an impact; need to review impact of multiple outages lasting less than 5 days. • Issue: Review differences in load distribution between TCR case vs. daily operation case. • Solution: Additional analysis not required at this time.

  6. TCR Calculation Impacts • Issue: Inclusion of generator outages in TCR case. • Activity: Generator outages are protected information for 180 days. TCR posting requirement is for TCR quantities only. PRR needed to allow generator outages inclusion in Section 7.5.2.2 • Recommend implementation no sooner than 2007 annual auction • Question about whether generation outages should be included for Annual auction or only in monthly

TCR Calculation Impacts • Issue: Use of Dynamic & Seasonal Ratings for TCR calculation. • Solution: Leads to TCR underselling, no additional analysis is required at this time. • Issue: Comparison of STNET vs MUST. • Solution: Leads to TCR underselling, no additional analysis is required at this time.

  8. TCR Calculation Impacts • Issue: IDEF vs. Service Request submittals. • Solution: Revised TPIT requests to include SR number. • Issue: 40% annual TCR limit. • Activity: ERCOT analyzing historical trend.

  9. TCR Calculation Impacts • Issue: Improve accuracy of 45-day outage list. • Solution: ERCOT emails TOs to update outage list prior to TCR calculation. • Issue: Review possible delays in outage postings. • Solution: There is no delay in outage postings, therefore no action required.

  10. TCR Calculation Impacts • Issue: TCR training for TO personnel. • Solution: Presented at Outage Scheduler meeting in August 2005.
