  1. Energy Efficient Building Codes

  2. GLOBAL GREEN USA • Education and Outreach • Policy Development • Advocacy • Technical Assistance • Workshops • Design Charrettes • Green Building Resource Center • Founded in 1994 • Environmental non-profit • Based in Los Angeles • Programs in green building/green affordable housing, renewable energy, climate protection

  3. Who is the Energy Efficient Codes Coalition (EECC)? • The EECC is a broad based coalition intent on making new home construction more energy efficient through stronger building codes What is the 30% Solution 2012? • A proposal created by the EECC to update the International Energy Conservation Code (IECC) to make it 30% more energy efficient

  4. America’s Building Energy Efficiency Is In Your Hands • Why are energy advocates, environmental groups, business, faith based organizations, consumer rights groups and others banding together to alter how new homes are built? • What do stronger building codes mean for our nation? • When Have Municipal Employees Had Such a Singular Opportunity to Positively Influence National Energy Policy?

  5. What does this mean for California? • Even though this process is modifying the IECC and we use Title 24 here in CA its still very important to have a strong CA delegation in Charlotte voting for energy efficiency. • California has long been the leader in energy efficiency and the rest of the nation looks to us to set the bar. • If we are successful in updating the IECC, the code will be about equal (in terms of efficiency) to Title 24.

  6. The Best Outcome: “The 30% Solution 2012” Dynamic improvements that boost efficiency of the 2012 IECC by more than 30% over the 2006 IECC. “The 30% Solution 2012” addresses virtually every part of new home energy efficiency subject to code requirements – space heating and cooling, thermal envelope, duct sealing, air sealing, hot water heating and lighting. • “The 30% Solution 2012” ensures: •  More Efficient Windows & Doors •  More Efficient Lighting (IECC scope expansion) •  Increased Insulation • For Walls • For Foundations and Basements • For Floors • For Ceilings (with and without attics) • For Circulating Hot Water Systems •  Better Duct Testing/Less Air Leakage

  7. Code Changes Submitted New Model Code Published Code Changes Printed & Distributed ICC CODE DEVELOPMENT CYCLE Code Development Hearing FINAL ACTION HEARING Public Hearing Results Printed & Distributed Public Comments Printed & Distributed Public Comments Sought on Public Hearing Results

  8. The Vital Role that Code Officials Play in our Nation’s Energy Efficiency • Before 2008 – little progress • In 2009 IECC – historic change in attitude • DOE & EECC can only propose improvements • But Code officials Can VOTE!

  9. Final Action Hearing on 2012 IECC When: October 28-November 1, 2010 Where: Charlotte Convention Center Charlotte, NC • Proposals to amend (improve) Energy efficiency will dominate the agenda, be voted on • Your VOTE is crucial because Only “Government Members” Vote @ ICC Final Action Hearings …

  10. Every Vote Matters! A Numbers Game that Depends On: • How Many Municipal Voting Representatives Are in the Room, and • Whether They Vote for Energy Efficiency • A Winning Strategy for Charlotte: • Your voting representatives must be in the room to cast their vote. • A simple majority is needed to approve recommendations from last fall’s code development hearings in Baltimore.

  11. Only “Government Members” Vote @ ICC Final Action Hearings Cost of “Government Membership” & Number of Eligible Voting Reps depends on population:

  12. What Will Be The Results of Stronger Codes if Implemented? • According to DOE Asst. Sec David Rodgers (testimony 7/08), • by 2030, DOE estimates that full adoption and implementation of 30% model codes in America's homes and buildings has the potential to save 160 million metric tons of CO2 per year resulting in: • removal of 1.4 million cars from the road every year for the next 20 years and • could potentially save consumers up to $20 billion in annual energy expenditures

  13. The Importance of Pro Efficiency Voting Representatives in Charlotte Freeing travel funds to send your maximum allowed delegation to Charlotte this fall may be one of the most important votes at any level on our country’s energy future.
