  1. DoC Strategic Plan Medium Term Period Imperatives A review of the strategic importance of the new department

Responding to Outcome 14: Nation-Building and Social Cohesion • Review and streamline communication legislation; • Develop and implement an overarching communications policy; • Develop and implement enabling communications strategies; • Publicise government programmes and positively brand the country locally and abroad; • Stabilise governance matters of entities reporting to the Ministry; • Expedite digital migration; • Broaden support to community media; and • Transform the media industry.

Implications of current medium term period for the DoC • stabilise itself as an organ of state; • cement its role as the lead department for communications and branding of the country; and • align its activities to the broader macroeconomic policies of government such as the NDP, NGP and IPAP; such that it is able to consistently deliver on its mandate during the

  6. Strategic Imperatives #2 Developing a comprehensive communications policy framework in order to bring certainty to the communications landscape: • Governance framework • Department and entity collaboration • Inter-departmental collaboration

  7. Strategic Imperatives #3 Adoption of best human resources and labour practices to enable a smooth integration process

  8. Strategic Imperatives #4 ICT Ecosystem: Converged ICT environment largely driven by technological advancement and global convergence trends.

  9. Strategic Imperatives #5 HRD: The department does not have a full staff complement, this raises particular challenges as to how it can manage and oversee as many as six entities

Strategic Imperatives #6 Addressing the challenges • monopolistic tendencies of the media sector; • declining public funding for communications; • declining use of local languages; • unemployment; • unfavourable economic climate; • diversifying adspend so as to benefit community media initiatives; • accessibility, availability and affordability of communications infrastructure and information in general; • language and demographic diversity within the national broadcasting platforms; • diminishing viewership of public broadcasting services;
