  13. Specific projects to stimulate broadband demand • Lighthouse keepers project - to promote and popularize digital literacy among the adult population 50+ in Poland. This was done thanks to volunteers recruited and trained to provide support to adults 50+ and promote the usage of the Internet in this group. • Digital School project - pilot government scheme for the development of students and teachers’ ICT skills (402 schools involved) • ePUAP project - nationwide portal of public services, whose task is providing and developing centralized infrastructure facilitating public services of the public administration

The Information Broadband Infrastructure System (SIIS) It is a computer system for gathering, processing, presentation and sharingof information about telecommunications infrastructure, public telecommunicationsnetworks and buildings thatenable co-location; Under the Mega-law, telecommunicationsoperators, localgovernment and public utility enterprises areaobliged to providethe Regulator withinformationabouttelecommunicationsinfrastracture. The data includes: • Fiberopticnetworkterminationpoints, • Telecommunicationsnetworknodes, • Access nodes, • Range of wire and wireless networks’ operation, • Presence of wireconnectionsorwirelessterminals in buildingswith residential apartments, • Presence of buildingsenablingco-location, • Network routes (logical)

  17. Memorandum on cooperation for improvement of the quality of services available in the telecommunications market • Memorandum was joined by 44 entities in total. The Memorandum identified: • a list of quality of service indicators, • a method of objective measurements • rulesfor publication of measurements results and theirsubmission to UKE • Technicalindicators for Internet access services: • data transmission speed • delays in data packets. • Thanks to thoseindicatorsconsumers will have the possibility to check the quality of service for particular applications they are using as part of Internet access, e.g. wwwbrowsing, HD or SD video watching, VoIP, on-linegames. 18
