    3. 3 Facts About NCLB HQ Directed by the No Child Left Behind Act Coordinated with state licensing, IDEA and other state laws (e.g., ECEA). Title IA and Title IIA funds are available to assist teachers in becoming HQ. As of 2008-09, 98% of core content classrooms in Colorado were taught by an HQ teacher (including special education).

    27. 27 Facts About Special Ed Teacher Requirements (IDEA) All special education teachers and special providers must be properly endorsed. All elementary level special education teachers must meet NCLB HQ requirements. All secondary level special education teachers that are sole providers of content must meet NCLB HQ requirements. Secondary teachers working with students working toward alternate standards (e.g., CSAP-A) must be elementary qualified.

    28. CO Teaching License & Sped Endorsed The Special Ed HQ Equation

    29. 29 Sole Provider of Content Teacher introduces core content and provides full lesson on key concepts to students. Teacher makes instructional decisions for students (e.g., assessments, curricular design). Teacher co-teaches with another HQ teacher. Teacher provides consultation. Teacher pre-teaches or re-teaches concepts. Teacher provides additional practice opportunities (e.g., second dip). What are your predictions on sped teachers meeting this definition of HQ?
