  1. The Importance of National and Regional Journal Systems Identity and impact Lic. Scientific Journals

  2. Mission of scientific publishing • Assure visibility , optimize accessibility to re-use and remix validated results …but…dissemination of valuable material depend on editorial excellence and peer review …and… for the evaluation and impact of articles, the scientific community relays on indexing services and journal databases. Scientific Journals

  3. Strategies to promote scientific journals Three basic requirements: Professionalism: editorial processes. Organize an orderly workflow- Open Journal System has introduced methodology to the handling of manuscripts (transformed amateur editors) Quality: Passing peer-review Excellence: means winning in a competitive framework. Ranking and measurements Scientific Journals Scientific Journals

  5. Regional Problems • Local journals do not receive a substancial number of articles and they loose visibility. • This situation literally deprives Latin American journals of their best contributions. • Local Journals will be condemned to a secondary role. Scientific Journals Scientific Journals

  6. Our Journals?????? Visible part of scientific production Lost science Scientific Journals Scientific Journals

  7. Different approaches: one goal LATINDEX : Directory of journals SciELO: two notions of excellence, one central, pushing the regional journals into the Web of Science and more recently SCOPUS and one regional. Selecting the best journals in the region and promoting them localy and internationally. Developing metrics of its own database. REDALYC: portal of Open Access journals, initially for the Social Sciences & Humanities. Today all disciplines (750 journals) Scientific Journals Scientific Journals

  8. Regional Systems (1) • It is a regional cooperative network (22 countries) • Includes scientific, technical, professional and cultural journals edited in Ibero-America (19.000 titles) • Countries participating: Argentina, Brazil, Bolivia, Chile, Colombia, Costa Rica, Cuba, Dominicana, Ecuador, El Salvador, España, Guatemala, Honduras, Mexico, Nicaragua, Peru, Paraguay, Panama, Portugal, Puerto Rico, Venezuela y Uruguay. • Standards : descriptions; editorial criteria • Common set of quality criteria for Latin America Scientific Journals Scientific Journals

  9. Regional Systems (1 cont.) • PRODUCTS: • Directory: 20.433 journals. Description and principal characteristics • Catalog: 5.707 journals. Selection of journals according to the established standards (32) • Index: 4.361 journals. Selection of electronic journals according to the established standards (36) Scientific Journals Scientific Journals

  11. SISTEMA DE INFORMACIÓN CIENTÍFICA REDALYC • RED DE REVISTAS CIENTÍFICAS DE AMÉRICA LATINA Y EL CARIBE, ESPAÑA Y PORTUGAL • Portal of Open Access Journals • Initially developed to take care of the Social Sciences & Humanities • 756 journals (539 corresponding to the Social Sciences & Humanities) • Starting in 2008 new criteria adopted for inclusion in the portal • Module A = 12 basic criteria, compulsory = 30,76% • Moldule B = 27 editorial criteria • Module C = 8 quality criteria • Minimum score to be accepted = 82% 69,24% Scientific Journals Scientific Journals

  12. Regional Electronic Cooperative Model • SciELO: is a model for cooperative electronic publishing= Recovering the “lost science” • Visibility • accesibility • Integrated tools for the measurement of usage • SciELO Model comprises 3 components • Methodology Searchable full text, preservation, journal evaluation • Operate web sites collections and thematic sites • Partnerships among national, international scientific communication players: authors, editors, funding agencies, editors, universities, libraries. Scientific Journals Scientific Journals

  13. Regional Electronic Cooperative Model • SciELO Goals • Short term: to radically increase national and international visibility and credibility. • Long term: to increase the impact of the scientific literature of the region. • Admission Criteria • Scientific content • Peer review • Editorial Board • Frequency, lifetime • Timeliness • Standard editorial criteria • Authors affiliation • Titles, abstracts, key words in ENGLISH Scientific Journals Scientific Journals

  14. Are these strategies successful? • The institutions involved in the evaluation processes, support these regional projects? • Paradox: national granting agencies demean national publication • …. relay too much in the “impact factor and international metrics” • Negative impact in the regional and national publishing groups • On the one hand, promote regional national efforts, on the other hand, on the evaluation level, these journals account for little Scientific Journals Scientific Journals

  15. Non written rules: vicious circle • “Foreign publications…. Are better.” • “Foreign publications ignore local and regional themes.” • “National, local journals only receive articles rejected by “maintream journals” • “Under current evaluation practices, national journals are rated poorly” • Why publish in a good national journal, when I can publish in a not so good, but foreign journal” Scientific Journals Scientific Journals

  16. Argentina. A national example • The role of CONICET • 10 years of continuous development: a gradient of quality and excellence • New challenges • Changing the evaluation process Scientific Journals Scientific Journals

  17. Dr. Bernardo Houssay, CONICET founder. First Science Nobel Price in Latin America In 1947 the Sweden Academy awarded B. Houssay with the Nobel Price of Physiology and Medicine for his scientific discoveries on the role of the hormone released by the hypophysis in the carbohydrate metabolism. Scientific Journals

  18. CONICET TODAY It is an economic self-sufficient agency of the Argentine State. It is the main organization dedicated to the promotion and development of science and technology in Argentina. It carries out activities in four broad areas of knowledge: • Agriculture, Engineering and Materials • Biology and Health • Exact and Natural Sciences • Social and Human Sciences • Technology is the main tool of all of them. Scientific Journals

  19. CONICET Institutional Network The new institutional structure leads to a greater Federal stance of Centers and Institutes Scientific Journals

  20. Classification of Argentine Scientific journals (a gradient) SciELO Electronic Journals in Nucleo Basico and with technical possibilities (metadata) are incorporated in SciELO.ar and the portal SciELO.org ScientificInterdisciplinaryEvaluatingCommitteeJournalsincluded in the CATALOG are selectedforexcellencefortheirscientificcontent. NUCLEO BASICO Set of 32 editorial Criteriae (Basic, Presentation, editorial mangement, content): Journals that comply with minimum 25 criteria are included and at least 2/3 years backfiles. LATINDEX CATALOG Basic Identification Data: Title, Beginning year, ISSN, Editorial Institutión, discipline. LATINDEX DIRECTORY Scientific Journals Scientific Journals

  21. The new project: Questions • The national systems apply international quality criteria • Can these standards be applied to all disciplines? • Given a particular ranking of journals, how is the researchers’ production distributed? • Evaluation Committees, ….follow these standards? Scientific Journals Scientific Journals

  22. Recopilation of 900 journals and 1800 Researchers annual compulsory report CIC2009 SIGEVA • There is an enourmous quantity of journals awaiting original articles, many with great visibility • Great dispersion in journal selection, specially in the Social sciences. • In the exact sciences, the great majority of articles are concentrated in foreign journals, medium impact. • SciELO.org , has contributed with added visibility and concentrates an increasing number of publications. • Nevertheless, a high percentage of journals included in SciELO.org and REDALYC receive few contributions from Argentine researchers. 27. Conclusion Journal ranking is a dinamic and evolving process. A gradient- Electronic Open Access journals can circulate among all libraries, even if they do not benefit from a prestigious brand. Scholars around the world will be more aware of Latin American journals and their content. Competition for excellence will motivate top scholars in Latin America in fields relevant to the region. Evaluation processes must accompany these regional and national projects. The strategies coming out in Latin America with SciELO.org and also with Redalyc have preserved the local identities, while incorporating global world visions.
