  1. Building Futures: Developing Trust A focus on provision for children from Gypsy, Roma and Traveller backgrounds in the Early Years Foundation Stage - The Popcorn Effect

This guidance invites practitioners across the whole range of Early Years Foundation Stage (EYFS) settings to reflect on the quality of their provision for Gypsy, Roma and Traveller (GRT) children and their families in order to meet the requirements of the currently under review Early Years Foundation Stage statutory guidance which states: “All children, irrespective of ethnicity, culture or religion, home language, family background, learning difficulties or disabilities, gender or ability should have the opportunity to experience a challenging and enjoyable programme of learning and development”

Why has this guidance been written? • The Building Futures: Developing Trust Booklet and the supportive mentoring provided by the soon to be dismantled Primary National Strategies Early Years Team and most notably Lynne Harvey the Lead on the project provides guidance for all practitioners so that : • This entitlement is met for Gypsy, Roma and Traveller children. • The materials support and challenge practitioners in their understanding of how, by working in partnership with families and with a range of services, they can begin to address some of the barriers to achievement that currently exist for some of these children. • It will require practitioners to examine their attitudes, preconceptions, stereotypical assumptions and prejudices in order to ensure that every child matters, in their setting, • It will ensure that practitioners give due regard to the particular circumstances of diverse groups and their rights to attainment and to have each child’s multiple equalities characteristics and requirements met.

  4. Extended equalities support to the sector is provided through a range of Early Years Equality produced publications, training and consultancy delivery which combines with additional guidance materials produced by the Primary National Strategies-

The wider context in which Gypsy, Roma and Traveller children and their families livehere in the UK • The Whims of the Power Holders • The Power Holders renaging upon agreements which then go unchallenged publicly by agencies tasked and paid for from the coffers of the Tax Payers to protect and advocate for the most vulnerable and marginalised in our Society • Racist and Discriminatory myths and stereotypes • Gypsy, Roma and Traveller communities are excluded from being part of each and every localised community • The revisionism of realities and avoidance of complying with the Public Sector Duties and the requirements of promoting Community Cohesion

Example • Expressed Intent to abolish Gypsy, Roma and Traveller Month In Doncaster • “This is, after all, a man who proudly proclaims his contempt for 'diversity… • 'Going on about diversity causes racial tension, it doesn't improve it,' he says. 'The Government has just admitted that gipsies should be given special treatment and that only makes people angry. I want every citizen of Doncaster to be equal…. • 'But we can, at least, try to help the police with new bylaws,' he says. 'Everyone tells me I can't do this or that, but why can't I try?' According to Mr Davies, Doncaster is home to 80 per cent of the travellers in South Yorkshire and so the town is obliged to build 51 sites for them.There's nothing we can do about that because it's a government decree, but that shouldn't stop us from seeing whether there are people on those gipsy sites who aren't paying council tax or are working while on benefit” • (Source: Robert Hardman: Daily Mail: 31st August 2009)

Eric Pickles MP : Secretary of State for the Department for Communities and Local Government • Revoked the 'planning circulars' issued by the former Labour government • Is driving forward ‘increases in local authority powers to tackle unauthorised encampments, which are a source of major community tensions in some areas.’ • Offering councils financial incentives for developing authorised sites where possible. • Has proposed to’ include sites for Travellers in a new homes bonus scheme under which councils will be paid for properties they allow to be built in their area.’ • Has said that Travellers on official sites are also to be given the same rights and responsibilities as residents of other mobile home sites so that they have greater protection against eviction

  8. Woldgate Traveller Site - Bridlington • Some residents, including town mayor Councillor Cyril Marburg, are fiercely opposed to the camp being sited in Bessingby Road. He said: “The site will be an eyesore on one of the main routes into Bridlington and will be clearly seen by everyone. My fear is that putting a gypsy site at the top of a hill by a main entrance to the resort will put blight on the regeneration of Bridlington.
