What is AMV • A vision adopted by the African Heads of State and Government in February 2009 • Its long-term goal is to create a - “Transparent, equitable and optimal exploitation of mineral resources to underpin broad-based sustainable growth and socio-economic development” • It essentially seeks to integrate Africa's natural resources sector into the continent's social and economic development process

Main Concept of AMV AMV was developed from the premise that while African Countries or communities own the minerals and other natural endowments, they do not benefit from them and continue to live in abject poverty while the minerals and natural resources continue to be exploited and depleted.

  5. WHAT ARE THE AMV PILLARS? Development of a diversified and competitive African mineral industry which contributes to broad economic and social linkages Fostering a transparent and accountable mineral sector in which resource rents are optimized and used for economic and social development Promoting good governance of the sector in which communities and citizens participate in mineral assets based on equity in the distribution of benefits

Harnessing the potential of small scale mining to improve rural livelihoods and integrating it into the rural and national economy Promoting sustainable environmentally and socially responsible mining, which includes communities and other stakeholders. Building human and institutional capacities towards a knowledge economy that supports innovation, research and development

  7. IMPLEMENTING THE AMV – the Action Plan In approving the AMV in 2009, the Heads of State requested the AU Ministers of Mining to develop an action plan for implementing it. The Second Conference of Ministers of Mining held in Dec 2011 developed and approved an Action Plan to implement the Vision The Conference also called for an African Mineral Development Centre to support AU member States in implementing the AMV The AU Assembly meeting in July 2012 endorsed both the Action Plan and the establishment of the centre, thus exercising full ownership and leadership over the AMV implementation process

IMPLEMENTING THE AMV – the Action Plan (Cont.) • The Third AU Conference For the Ministers Responsible for mineral resources Development has take note on the business plan of the AMDC and recommended the following through its report and declaration. • Developing a financing mechanism to enable Member States to make financial contributions through various means in order to ensure its ownership and sustainability;

  9. IMPLEMENTING THE AMV – the Action Plan (Cont.) Establishment of the AMDC as a project within one year to accelerate the implementation of the Africa Mining Vision (AMV);  considered and noted the AMDC Business Plan.

  10. IMPLEMENTING THE AMV – the Action Plan (Cont.) Continue to develop proposals for the institutionalisation of the AMDC in one year; The Conference request a comprehensive study on alternative scenarios for the final form of the AMDC for consideration and adoption by the next conference;

  11. Way ForwardWhat is need to be Done? Is to come out from our conference with policy options to be implementable for allocating financial resources by member states for establishment of the AMDC to ensure their ownership , governance and sustainability of the AMDC.
