  6. Omaha was founded in 1857 • Created as a suburb of Council Bluffs. • Much of the early population made up of immigrant workers

  7. Omaha Government Omaha has 3 branches of Govt. Mayor Executive Branch: Legislative Branch : City Council Judicial Branch: City Prosecutor

  8. Omaha Government The Mayor and City Council operate Independently from each other.

  9. Omaha Government • Home Rule Charter: When a city becomes populated enough, the state grants various powers to be taken care of by local government agencies rather than the state.

  10. Omaha Preamble We, the people of the City of Omaha, duly acknowledging Almighty God's blessings on a free and independent United States of America do hereby adopt this charter for our own government under the authority delegated to us by the Constitution of the State of Nebraska.

  11. Omaha Government Section 14-102 provides that cities of the metropolitan class have power to enforce police regulations and Section 14-221 indicates that it is the mayor’s duty to perform such enforcement.

  12. Mayor • Jim Suttle • Chief Executive of the • City Government. • Role is to implement • policy and guide • development.

  13. Mayor Must be an registered voter. Must be minimum 25 years old. Must live in city for 5 consecutive years prior to election.

  14. Strong-Mayor • Mayor is given almost total administrative authority. • Appoint and dismisses department heads. • Prepares and administers the city budget, (with approval by the city council)

  15. Omaha City Council • Seven Districts • Job is to oversee the Mayor’s activities. Manage and oversee the city’s budget. Founding members in 1857 were: John Creighton & J.H. Kellom

Making a Complaint • If you have a comment or would like to wage a complaint about • any of the 11 City Departments, you should contact the City • Department first to resolve your issue. • The individual City Departments each have a Director who is • appointed by the Mayor’s Office. The Director should be able to • handle your issue. • If that fails, contact the Mayor’s Hotline at (402) 444-5555.

Making a Complaint • Communicating with your Councilmember • If you have an issue regarding policy or legislation, you may contact the • Councilmember who lives in your district or the councilmember who chairs • the committee that considers issues like yours or call the Council reception at • (402) 444-5520 for assistance. • Present your issue in a letter or email in the clearest and most concise way • possible. Ask for exactly what you would like and if you want a response to • your issue, make sure you request a response.  If you would like feedback, • then give the proper contact information to get back to you (address, phone • number).

  29. Making a Complaint • Communicating with your Councilmember • Please present your information in less than one page with only • the most relevant facts. Attachments are fine for additional • details, but the one page request should clearly describe your • issue and what you want. • The City Council is a Board of 7 individuals who operate under • the open meeting laws of Nebraska. • Business is conducted in a public meeting.
