Current model : EDUCATION Formula-Based budget The current model of funding is regulated by theGovernment Decree of 2002, taking into account elements such as: • first time enrolled students- budget financed sudents • the size of teaching groups • the number of groups • the number of teaching staff for the group • HEI building area • number of specific non-teaching positions • Running costs,.. etc THE CERTAIN LEVEL OF FUNDS IS PAID EACH MONTH DIRECTLY TO EACH HEIs !

Current model : RESEARCH Competitive funding of research projects • The current model of research funding is regulated by Ministry Decree (2006, 2010). • The funds are allocated to institutions through competitions following applications (proposals) • The funding instruments are redesigned for the financial period 2010-2014 • The national and international peer review teams assessed the proposal • The researchers are categorized in the range A1-A7 (the number of papers published in SCI, SSCI, AHCI journals) • Founding grants for four year period (2010-14)

The main challenges: • Increase the competitiveness of Serbian universities • Integrate research, innovation and higher education • Motivate universities to contribute to overall societal challenges as well as to business needs • Develop the potential of the strongest research environments • Diversify the universities and research institutions funding streams • A new model of financing • Funding model of doctoral studies

  10. Founding for higher education and research Serbia increased its R&D budget by 22% in 2011. SES 2020+ Serbia 2020 SSTD (2010-2015)

Higher Education Finance: Serbia Reform goals: Provide funds to a higher education institution for: • equipment, material expenditure, maintenance and investment • employees’ salaries, in accordance with the law and the collective agreement • library book stocks, sources of information and information systems, publishing activity • carrying out scientific research and/or artistic work • employees’ advanced scientific and professional training • training of junior teaching staff of sciences and art • work with talented students • international cooperation and mobility • work of Students’ Parliament and activities of students; • funding of the equipment and conditions for studies of students with disability;
