  4. CHEMPACK Logistics and Maintenance New Mexico Allocations New Mexico has 12 CHEMPACK containers strategically located throughout the state.

  5. CHEMPACK Logistics and Maintenance What Is A Host Agency? • A hospital to which a CHEMPACK container has been assigned. • In New Mexico, only hospitals serve as host facilities. • Locations have been strategically selected to ensure geographic coverage.

  6. CHEMPACK Logistics and Maintenance What Are The Host Agencies Responsibilities? • To store CHEMPACK assets per state and federal specifications • To ensure security of CHEMPACK assets • To respond to requests for CHEMPACK assets in the event of an emergency

CHEMPACK Logistics and Maintenance CHEMPACK Storage Requirements • Area of approximately 50 square feet • Climate controlled environment • Temperature: 59-86 F • Humidity maintained below 60% • Adequate lighting, ventilation, fire suppression, protection from water damage • Uninterrupted power source • Operational analog telephone line

  14. CHEMPACK Logistics and Maintenance CHEMPACK Storage Power Requirements • Electricity to power the Sensaphone • Connection to facility’s emergency power grid • Use of uninterrupted power source (UPS)

  15. CHEMPACK Logistics and Maintenance Shelf Life Extension Program (SLEP) • FDA program to extend the shelf life of pharmaceuticals beyond their expiration date • SLEP Criteria • Federally owned pharmaceuticals only • Drugs cannot be exposed to unknown environmental conditions

CHEMPACK Logistics and Maintenance Maintaining CHEMPACK Assets: CDC’s Role • AnnualCDC visit to host facilities • Check storage locations • Refresh items not a part of SLEP • Rotate pharmaceuticals nearing manufacturer indicated expiration date • Re-label pharmaceuticals in the SLEP with updated expiration dates and rotated to other containers

  17. CHEMPACK Logistics and Maintenance When Should CHEMPACK Assets Be Mobilized? • CHEMPACK containers should be mobilized during a nerve agent event that: • Will potentially overwhelm local supplies of antidotes • Puts multiple lives at risk • Threatens the health of the community

CHEMPACK Logistics and Maintenance How Are CHEMPACK Assets Be Mobilized? • Potential nerve agent event recognized • Request received for CHEMPACK assets • Local Emergency Manager notified • CHEMPACK container (s) opened • Required materials prepared for transfer • Document transfer of custody • CHEMPACK assets delivered to scene and/or other requesting hospital • New Mexico Department of Health Emergency Operations Center Representative notified • Unused materiel reconciled • CDC notified

  20. Requests For CHEMPACK Assets CHEMPACK Logistics and Maintenance • Incident Commander on scene notifies dispatch of potential nerve agent event • Dispatch notifies nearest host hospital to mobilize CHEMPACK assets • Dispatch notifies local emergency manager of event

  21. Opening CHEMPACK Containers CHEMPACK Logistics and Maintenance Unlock the padlock Break the plastic seal Slide the deadbolts on either side of the container

  22. Opening CHEMPACK Containers CHEMPACK Logistics and Maintenance Use the canvas strap to pull the front door panel upwards to the top of the container Pull the door panel out from the bottom and remove completely to access antidotes

  24. CHEMPACK Logistics and Maintenance CHEMPACK Labels • GREEN Labels: transfer to EMS in the field • PINK Labels: transfer to non-host facility • RED Labels: keep for host hospital to use

  25. CHEMPACK Logistics and Maintenance Transfer Of Custody Forms • Forms are located in pouch on CHEMPACK container • Complete appropriate forms prior to transfer • FAX copies of completed forms to New Mexico Department of Health Emergency Operation Center Representative

  26. CHEMPACK Logistics and Maintenance Transferring CHEMPACK Assets • CHEMPACK assets will be transferred by local or state police agencies • To the scene • To non-host hospitals

CHEMPACK Logistics and Maintenance Reconciling Unused Material • Unused CHEMPACK assets should NOT be returned to the container • Agencies will take inventory of unused assets • The State CHEMPACK Coordinator will be given the original inventory sheet and the host facility will keep a copy • The CHEMPACK Coordinator and the host facility will coordinate with CDC for pick up of the opened container

CHEMPACK Logistics and Maintenance Deployment Report • The State CHEMPACK Coordinator will notify the CDC within 24 hours of an emergency deployment • The Deployment Report should identify: • Amount of materiel used in the deployment • Amount of materiel remaining • Transport agency, transport agent, transfer forms
