  2. The interest of organized crime in counterfeiting • Profits vs. risks • Easiness of replication • Trafficking network already in place • Source of funding for other criminal activities • Facilitates money laundering Ensuring supply chain security:the role of anti-counterfeiting technologies

  3. Customs Law enforcement agencies Producers Consumers A complex response Responses need to be part of the global efforts produced to fight transnational organized crime in all its forms and manifestations Ensuring supply chain security:the role of anti-counterfeiting technologies

  4. A complex response Customs Law enforcement agencies Producers Consumers Responses need to be part of the global efforts produced to fight transnational organized crime in all its forms and manifestations Technologies Ensuring supply chain security:the role of anti-counterfeiting technologies

  5. The UNICRI project Two main pillars • Analyzing the importance of technology in the fight against counterfeiting and organized crime • Share information with Member States Ensuring supply chain security:the role of anti-counterfeiting technologies

  6. First pillar Analyzing the importance of technology in the fight against counterfeiting and organized crime • Research phase and contacts with technology producers • Obtaining support from technology producers to collect relevant information • Present success-stories Ensuring supply chain security:the role of anti-counterfeiting technologies

  7. Types of products protected At first sight: the importance of Tax Stamps An incredible variety of products • Tobacco products, spirits, beer, wine, medicines • Mineral water, soft drinks, edible oil, toothpaste, soap, shampoo, electrical switches, sockets, circuit breakers, dairy products • Oil & Gas and cotton fibers Ensuring supply chain security:the role of anti-counterfeiting technologies

  8. Countries and products’ protection • Tobacco products: Albania, Brazil, California State, Canada, Georgia, Kenya, Kosovo, Kyrgyzstan, Michigan State, Massachusetts State, Morocco Mozambique, Turkey • Spirits: Albania, Armenia, Georgia, Kenya, Kosovo, Kyrgyzstan, Morocco, Mozambique, Thailand, Turkey • The majority of the companies are active in these fields, as: SICPA, De La Rue, AMPG, Opsec • Medicines: Albania, Armenia, Malaysia, Turkey - SICPA, AMPG, Hologram Industries, Technarts • Beer: Albania, Brazil, Georgia, India (Dehli), Morocco, Sri Lanka, Turkey • Gas & Oil: Guyana and Serbia Ensuring supply chain security:the role of anti-counterfeiting technologies

  9. Countries and products’ protection • Armenia: also juices, dairy products, meat, tea and coffee • Brazil: also mineral water and soft drinks • China with French wines • Georgia also soft drinks • Kenya also wines • Morocco also mineral water • Sri Lanka: also edible oil, mineral water, soft drinks, toothpaste, soap, shampoo, electrical switches, sockets, circuit breakers Ensuring supply chain security:the role of anti-counterfeiting technologies

  10. Protection of security documents • Clear link established among document forgery, organized crime and terrorism • France, Germany, Kazakhstan, Saudi Arabia, Cameroon, United Kingdom • ePassports and other ID documents • Innovative applications in Benin and Ivory Coast Ensuring supply chain security:the role of anti-counterfeiting technologies

  11. Some data on systems’ application benefits • Albania: 2,000,000 USD additional taxes and revenues collected • Turkey: from 2007 + 1.8 billion USD in taxes and revenues for tobacco products • Kosovo: 15 mln Euro additional revenues after 2 years, tobacco smuggling decreased by 61% in the country • Guyana: considerable reduction in fuel smuggling and dilution from 8-15 % of samples to 1-3%. Ensuring supply chain security:the role of anti-counterfeiting technologies

  12. How to improve the response • Dissemination of results and information sharing with Member States • SIRIO platform created in Geneva by UNICRI for this purpose • Representatives from public-private sector • Analysing how technology – including track and trace technologies – can support governments in improving responses to existing threats or possible risk scenarios Ensuring supply chain security:the role of anti-counterfeiting technologies

  13. Security Improvements through Research, Technology and InnovationSIRIO • Identify and analyse emerging and future security risks • Mapping technology innovations to match security needs • Raise awareness and inform policy-makers about risks • and innovative solutions Common solutions Ensuring supply chain security:the role of anti-counterfeiting technologies

  14. Methodology Step 1 Identification of emerging security risks Step 2 Mapping of technology solutions Step 3 Promotion of results Ensuring supply chain security:the role of anti-counterfeiting technologies

  15. 1. Identification of Emerging Risks • Which technological solutions may help addressing the risks; • Technological feasibility over time; • Level of difficulty regarding required capabilities (i.e. skills, knowledge, resources, equipment, etc.); • Practicability from a perpetrator's point of view Scenario 1 Future Risk Scenarios Scenario 2 Scenario 3 Scenario z Report on Future Risk Scenarios

  16. 2. Identification of Technology Solutions Scenario 1 Future Risk Scenarios Scenario 2 Scenario 3 Identify possible technology solutions Scenario z
