BC Healthy Communities http://www.bchealthycommunities.ca/ Capacity Building Framework Our purpose is to create communities that provide us with the physical, social, economic, environmental, cultural, psychological and spiritual assets that promote health, well-being and the capacity to develop to our full potential. Since human potential is unlimited, capacity building is an ongoing aspect of community life.

Strategic Approach • Building strong, healthy families – not just getting rid of problems… • Implementing values-based governance – not just adopting status quo… • Balancing interests across the Sectors – not competing with each other… • Having ecosystem based land use planning – not just resource development… • Managing an Economy – not just managing economic development… • Clarifying the relationship of people to the land; possession, occupancy and use (tenure) – not just developing the land…

CHALLENGES • Broken, hurt and healing families; access and choice are barriers to wellness. • High incidence of FASD/ARBD. • Cultural match and critical state of language and traditional knowledge. • Mistrust and lateral violence; symptoms of alienation, poor external relationships, no local control. • Many relationships are initiated by external agencies to serve their unique/specific purpose; much time and energy is spent in educating these relationships. • Government doing to, for, and with us; we want to do for ourselves. • Funding disjointed and attached to 'slices' of pie, rather than whole pie. • INAC leading Planning within government; needs to be COMPREHENSIVE APPROACH! • Nobody dedicated to planning and development activities; off the side of the desk. • SHORTAGE OF: Competency, Capacity, Tools, Instruments • Knowledge, skills, ethics, buildings, equipment, information systems, supplies, regulations, relationships…

Plan for what you want… …Not for what you've got! • Comprehensive Development Plans • (10 to 50 years into future) • Strategic Plans • (3 to 10 years into future) • Work Plans • (1 to 3 years into future) • Outcomes are the result of government’s investment; the changes that have occurred. • Indicators are the things that are examined to determine whether the desired Outcomes have been achieved. • Target Outcomes and the related Indicators will be developed for each Sector.

DRAFT SOCIAL INVESTMENT INDICATORS · has Ktunaxa name · knows Ktunaxa community names · speaks and understands basic Ktunaxa language · attends gatherings and ceremonies · participates in traditional sustenance activities · transmits cultural knowledge · participates in at least one healthy family focused activity per week  engages in play regularly with parents and siblings · assists in caring for elders and disabled family and community members · respectfully shares opinions · responds to community surveys and inquiries · knows how community is organized socially and politically · demonstrates healthy relationships · knows Ktunaxa protocols and songs · participates in Nation meetings and gatherings · receives pre-natal screenings · home is safe and secure · receives immunizations regularly · practices healthy eating habits · practices good dental and physical hygiene · participates in physical activities every day · participates in arts and/or sports · lives balanced lifestyle; work, rest and play · demonstrates respect for self, others and environment · reduced infections, disease, illness and injury · healthy understanding of sexuality and relationships
