  2. FACTORES EXTERNOS QUE AFECTAN • Demandas en contra de la Alcaldia • Acción de Tutela • Accion de nulidad • Accion restablecimiento al derecho • Sanciones de los diferentes organismos de Control • Acción de cumplimiento

  3. FACTORES EXTERNOS QUE BENEFICIAN • Ingresos Corrientes de la Nación • Impuesto predial • Impuesto de industria y comercio • Impresos y publicaciones • Licencias de Construcción • Correspondencia

  4. COMO SE PUEDEN POTENCIAR LOS QUE BENEFICIAN • Ejecutando los planes y programas del presupuesto. (ingresos corrientes) • Descuento en el impuesto predial • Incentivo a los Comerciantes • Garantizar el cumplimiento del Estatuto tributario.

  5. COMO SE PUEDEN CONTRARRESTAR LOS QUE AFECTAN • Cumplir y hacer cumplir la constitución, la ley, los decretos del Gobierno, las ordenanzas y los Acuerdos del Concejo • Prestar y garantizar los servicios que estan a cargo del Gobierno, organizando, dirigiendo y reglamentando.
