FAA/JAA HMT Annual MeetingPhoenix, USA, 3 – 7 June 2002 ‘The United States National Transportation Safety Board (NTSB) has recently identified an industry-wide safety issue involving pilot training on the use of the rudder/rudder pedals in transport category airplanes. Specifically, the NTSB is concerned that pilots may have a false impression that airplane certification requirements ensure that transport category aiplanes are structurally capable of withstanding sequential full opposite rudder deflections…’ ‘…However, the NTSB ….. has issued two safety recommendations to the FAA addressing training programmes.

FAA/JAA HMT Annual MeetingPhoenix, USA, 3 – 7 June 2002 Operational directive on the use of thickened de-icing/anti-icing fluids Based on the information provided to the JAA Operations Director, JAA Authorities are recommended to issue an Operational Directive (OD) on the use of thickenend de-icing/anti-icing fluids (SAE AMS 1428) according to JAR-OPS 1.015. SAE AMS 1428 describes thickened de/anti-icing fluids such as Type II and Type IV, their characteristics as well as an extensive number of tests to be passed by these fluids. This OD addresses the potential risks with residues of thickened de-/anti-icing fluids not only in the gaps between flight controls, but also the adverse effects of residues to be found along moving parts such as cables, inside flight controls or on the external surfaces of the aeroplane. This may cause mechanical adverse effects on flight controls/surfaces or aerdynamic adverse effects on the aeroplane surfaces.
