Background and Proposed Changes • Manual 20 (M-20) is being updated to reflect recent Non-Price Retirement (NPR) request changes to both the Tariff and Forward Capacity Tracking System (FCTS) • Resource rejected for reliability must decide 15 days prior to the auction whether or not they will retire • NPR’s will no longer be submitted via email but rather through submission in the FCTS • M-20 will also be updated to correct that Demand Resources and grandfathered Import Capacity Resources may submit a NPR

  3. Next Steps • At the April MC meeting, the ISO will request a vote on these M-20 changes • Request action by the Participants Committee in May • Effective date no later than June 1, 2014 • These changes will be in effect for FCA #9 • Example: Submittal of NPR via FCTS
