  5. Funding of Basic Research in Germany: Universities • Universities are – in principle - funded by the „Länder“ only • Exemption: third-party funding (e.g. DFG), „Exzellenzinitiative“ (jointly funded by „Bund“ and „Länder“) 711: Naturwissenschaftliche Grundlagenforschung

  7. Funding of Basic Research in Germany: HGF • HGF is the largest German research organisation outside the universities. It pursues long-term research goals relevant for state and society. • HGF budget is covered by federal government and Länder (90:10) • One task of the HGF is to build and operate large-scale facilities as a service for external users 711: Naturwissenschaftliche Grundlagenforschung

Funding of Basic Research in Germany: DFG • DFG is an association of universities and research institutions • DFG is the central, self-governing research funding organisation in Germany ) • DFG funds basic research mainly at universities via projects • DFG budget is covered by federal government and Länder (roughly 60:40) • Funds are distributed according to the demand; i.e. to the number and volume of proposals 711: Naturwissenschaftliche Grundlagenforschung

Funding of Basic Research in Germany: Role of BMBF • Only activity of BMBF in Basic Research is around research infrastructures / large-scale facilities, due to: • need for international coordination • need for separate budget lines • Strategy building together with scientific communities • „Verbundforschung“: Complementary to DFG funding; funds for technical developments and scientific instruments at large-scale facilities to ensure proper use 711: Naturwissenschaftliche Grundlagenforschung

ESFRI Roadmap Boundary Conditions • ESFRI wants to give an overview on the needs for Research Infrastructures of pan-European interest in the next 10 to 20 years • The Roadmap is intended to support decision processes in the ESFRI member states („variable geometry“) and in the European Commission (FP7) • ESFRI will not decide on priorities, funding or sites • ESFRI wants to act as an incubator 711: Naturwissenschaftliche Grundlagenforschung
