  2. AMS Data Facts 6 1 2 3 4 5 All TDSPs are providing a complete set of 96 interval values for each usage day. TDSPs are required to provide ERCOT with Settlement Quality Meter Data via the UBP standard for Validation, Editing, and Estimating (VEE). TDSPs trigger estimation processes due to missing interval values or if the interval value does not pass VEE. TDSPs will replace an Estimated interval value with an Actual interval value if an Actual value is available. Zero is a valid consumption interval value. All TDSPs allow and provide zeros as a valid interval value. Policies – MVI, MVO, Smoothing, Cancel/Rebill, Tampering, IGL, REP of Record Changes TDSP AMS Data Practices Summary_20160601.pptx

  4. ERCOT Nodal Protocols: • 10.11.3 TSP or DSP Settlement Meters • The TSP and DSP shall provide ERCOT with Settlement Quality Meter Data for the TSP or DSP Settlement Meters on its system and shall ensure that at a minimum the VEE requirements as specified in the Uniform Business Practices (UBP) standard for Validating, Editing, and Estimating have been properly performed on such data. ERCOT shall not perform any VEE on the Settlement Quality Meter Data it receives from TSP or DSP. • The following UBP manual validation processes are exempt for Interval Data: • (a) Spike Check; and • (b) Reactive channel check for kWh data. 6. TDSP’s Estimation routine is explained in more detail within the “TDSP AMS Data Practices Matrix” 2(f): AEP CenterPoint TNMP • Interval Gap Fill – used for missing intervals within a day. • Full Cut Estimation – used when all intervals are missing for the day. • (See Matrix 2f) • Linear Interpolation – used for missing intervals totaling less than 1 hr. • Two-week like-day historical Estimation • (See Matrix 2f) • See Matrix 2(f) • CNP’s detailed estimation process is outlined at the end of the Matrix. • See Matrix 2(f) • Oncor’s detailed estimation process is outlined at the end of the Matrix. 8. 4) TDSP Missing Interval Value Retrieval Processes AEP CenterPoint TNMP • CNP will continue to attempt to retrieve missing interval data for 5 days through an automated process. • If updates are received, a new date/time stamped LSE files will be posted. • AEP will continue to attempt to retrieve missing interval data for 5 days through an automated process. • If updates are received, a new date/time stamped LSE files will be posted. • Oncor will continue to attempt to retrieve missing interval data for 4 days through an automated process. • If updates are received, a new date/time stamped LSE files will be posted. ONCOR TNMP • If an actual is received within 270 days from the read date, TNMP will replace the estimate with an actual read. • If updates are received, a new date/time stamped LSE files will be posted. 10. 3) Zero is a valid value for both Estimates and Actuals. • Zero Actuals are rendered when received on an Active Premise • Zero Estimates are rendered for premises with known outages or premise’s load has been disconnected. AEP CenterPoint TNMP • Not performing zero validations at this time. • Not performing zero validations at this time. • For CNP internal reporting only: Consecutive zero validation will flag intervals with a failure code and/or will flag ESID on a Validation Failure Report. • Not performing zero validations at this time. ONCOR TNMP • Performs data analysis checks for zero consumption after DNP or MVOs and initiates additional review where deemed appropriate. TDSP AMS Data Practices Summary_20160601.pptx
