  2. Articles of Confederation • Ratified- approved, on March 1781 • States wanted a confederation among the 13 states instead of a strong national government

  3. Government under the Articles • Unicameral- single chamber, Congress • No federal court system • Each state had one vote in Congress

  4. Powers of Congress under Articles • Make War and Peace • Send and receive ambassadors • Enter into treaties • Raise and equip a navy • Maintain army by help of states • Appoint senior military officers • Fix standard of weights and measures • Regulate Indian affairs • Establish Post offices • Decide certain disputes among states

  5. Weaknesses of Articles • Congress could not levy or collect taxes • Congress could not regulate trade • Congress could not force anyone to obey its laws or Art of Con • Laws needed approval of 9/13 states • All states had to amend or change AOC • Central government did not have executive branch • No national court system

  6. Achievements • It did establish a fair policy for the development of western lands • Ordinances- laws • Ordinance of 1785- survey and division of West lands • Northwest Ordinance of 1787- territories to be developed for statehood on equal basis w/old states

  7. Need for Stronger Government • States quarrel over boundary lines and tarrifs • Govt owed $40 million in debt to AR soldiers and foreign govts • Shay’s Rebellion helped wake up America about its government

  8. Three Different Conventions • Mount Vernon- GW and others talked about problems between Maryland and VA • Annapolis Convention- wanted to discuss regulating commerce among states and meet again to revise the Articles of Confederation
