Program History & Mission • One of the 24 eGov initiatives established by the President’s Management Agenda • Office of Management and Budget (OMB) provides program oversight and guidance • DM program resides in the DHS/FEMA Emergency Planning and Response (EP&R) Directorate • DHS/FEMA EP&R provides program management functions and support • Supports a multitude of federal agency missions including DHS and FEMA missions to reduce the loss of life and property in any phase of a disaster event • Supports the federal mission to provide the Nation with a comprehensive, accelerated and improved quality disaster mitigation and response through information sharing capabilities

Program Components“Three Pillars” • Portal to information and services (www.DisasterHelp.Gov) • Disaster Management Interoperability Services (DMIS) • Data exchange standards: Facilitating the creation of information sharing capabilities between disparate incident management software applications and devices

Governance Structure • DM established Federal Governance Body with DHS Office of Interoperability and Compatibility (OIC) as Chairperson • Federal members • DHS Office of the CIO • FEMA Office of the CIO • National Incident Management System (NIMS) • SAFECOM • National Institute of Standards (NIST) • Department of Justice • DHS Office of State and Local and Domestic Preparedness • DHS Information Analysis and Information Protection • DHS Homeland Security Operations Center (HSOC) • Governance Structure creates a Practitioner driven Executive Board and Advisory Group

6. Incident Management Standards Development Process Flow Practitioners identify, prioritize, and recommend standards for development Approved standards will be incorporated into DMIS and vendor products DHS/FEMA coordination activities Recognized standards making body(s) will publish standards DM facilitates draft standards with national practitioner groups, private industry, DHS supports trials Recognized standards making body(s) will review and approve standards Present draft standard to recognized standards making body(s)

Approach • Incident management data standards • Public standards • Facilitating, not producing • Practitioners define requirements and set priorities • DHS drafts standards based on above • Non Profit Consortium of Vendors implements standards and submits to the appropriate: • Formal Standards Organization(s) for approval and publication (OASIS, ANSI, IEEE. others) • DM is creating common grant guidance language • National standards driven by practioners, not federal agencies

8. Plans for this Coming Year • Further integrate Global’s and others’ data dictionaries • Begin work on next EDXL standard as defined by last practitioner meeting: “Resource Management” • Submit 6 – 8 incident management standards for processing through the appropriate standards organizations • Leverage SAFECOM’s and others Statement of Requirements as applicable for data standards
