Views on commissioning • Quality of services is dependent on the quality of commissioning • Disjoint between experience of services and how they are commissioned • Distorted market view and imaginative constraints • Commissioning is increasingly being shaped by outcomes that stakeholders want • Less focus on volume activity in social care commissioning

  4. What do we need to know? • What strengths and needs exist in the community • What change do we want to see • What local resources do we have • How will we know if we have an impact

  5. How does that influence this? • Any needs assessment should be informed by experience as well as demographics • Local expertise is fundamental for designing, specifying and planning the services we need • Using the wider market and other networks to build capacity and deliver • Ensure review of performance captures process and outcomes

  6. Where are we now? • Users and carers are central to the development of the joint commissioning strategy for mental health • Service user organisations have set standards for reviewing services • Commissioners and users are collaborating in the design and review of services • Users and carers (and organisations that represent them) are key partners at the joint commissioning table
