Component Design Bases Inspection (CDBI) • 15-20 Risk Significant and Low Design Margin Components • 3-5 Relatively High Risk Operator Actions • 4-6 Operating Experience Issues • Replaces Safety System Design and Performance Capability (SSDPC) Inspection • Biennial - All Plants Will Receive CDBI Either in 2006 or 2007 • Will Develop Criteria for Determining Scope of Design/Engineering Inspections After 2007

Significant Changes from SSDPC Inspections • Components vs. Systems, Which Impacts Licensee Document Retrieval • Margin Review for Sample Selection • Operating Experience • Enhanced Inspection Preparation and Sample Selection • Additional Week for Site Inspection • Increase Use of Contractors Having Hands-On Design Experience

  5. Staffing • Team Leader • Two Design Specialists (Typically Mechanical and Electrical Contractors) • Two Regional Inspectors (Operations and Engineering) • Part Time Support from Senior Reactor Analyst and Resident Inspector for Sample Selection • Trainee (If Possible)

  6. Schedule • Week 1 On-Site Info Gathering • Week 2 In-Office Prep/Sample Selection • Week 3 Sample Selection/On-Site Inspection • Week 4 In-Office Inspection • Week 5 On-Site Inspection • Week 6 or 7 On-Site Inspection/Exit Meeting

  7. Insights From Pilot Inspections • Pilot CDBIs Had More Findings Per Inspection Hour Than SSDPCs • More White Findings Than for SSDPCs • Most Findings Involved Original Design, Corrective Actions, and Operating Procedure
