  2. HONEYWELL AND DUPONT made presentations on the NEXT GENERATION BLOWING AGENTS. BOTH THESE COMPANIES ARE DOING ACTIVE RESEARCH AND DEVELOPMEENT WORK TO DEVELOP NEW BLOWING AGENTS WHICH ARE ZERO ODS AND LOW GLOBAL WARMING AND NO/LOW FLAMMABILITY.THEY SEEM TO BE VERY PROMISING AND GOOD ALTERNATIVES TO HFCs WHICH HAS HIGH GWP

UNDP Presentation made by NandanChirmuleyClarified That • Hydrocarbons will be viable only for those enterprises which are consuming atleast 40mtpa of HCFC. • Methyl formate is a viable option but supply chain/infrastructure and legal issues need to be addressed. • Operating costs are a critical factor in determininggthe alternate choice. • Flammability is another critical factor. • Difficult to add SME’s in this phase. • All incremental operating costs can be borne only for one year only. Reimbursements will be done on milestone achievement basis

Refrigerators • This sector expressed concern that HCFC phase out may result in increase in the price of the Refrigerators because the prices of the alternate blowing agents appears to be extremely expensive. • They suggest that alternate new generation blowing agents be totally exempted from import duties.

  6. Suggestions • They also suggest that the Government Of India should provide incentives to facilitate smooth changeover since HPMP approval may take time to make available grant, can such Units start the changeover process and then claim reimbursement. • Since switchover of Units to Cyclo Pentane takes time to get approvals from CCOE can Ozone Cell provide assistance for expediting approvals from CCOE to facilitate faster changeover.

  7. Continuous Panels Some companies have recently changed over to pentane even before the HPMP program IS YET TO BE STARTED THEY SHOULD ALSO BE ELIGIBLE FOR GRANTS SINCE THEY MEET ALL THE CRITERIA.

System Houses • DEMO PROJECTS TO BE CONDUCTED IN INDIA FOR THE REFRIGERATOR,INTEGRAL SKIN, AND Continuous / Discontinuous Panels – this will facilitate faster and hassle free change over in due course from – both large scale units and SME’s • Restrict import of preblendedpolyols since it defeats the purpose of the HPMP by allowing indirect imports of HCFC and create an uneven playing field. • Discontinuous panel / commercial refrigerators, manufacturers felt that in case they switchover to costly blowing agents they may become uncompetitive vis a viscontinuous panel makers who are using pentanes.

  9. General In order to maintain competitiveness and ensure level playing field, Units shall be reducing HCFC consumption as specified in the time frame of the protocol. However the capital grant be made at the beginning of the project without subject to condition of 100% changeover immediately. The changeover will take place stage wise. Now since the HPMP programme is ready for submission we sincerely appeal to persue early approval from excomm as changeover dates are getting closer.
