  4. Spill Quantification • 0830 – Allision occurred • 0832 – Sector San Francisco notified • 0846 – PI team en route • 0947 – PI team boarded Cosco Busan • 1030 – PI team reported 146-gallon loss

  5. Spill Quantification, cont. • 0930 – OSPS arrived at Yerba Buena Island • 1130 – OSPS en route • 1230 – OSPS boarded Cosco Busan • 1335 – OSPS calculated 58,020-gallon loss • 1600 – OSPS reported loss to SOSC • 1700 – Unified Command advised

  6. Spill Quantification, cont. • OSROs responded to potential worst-case spill • 146-gallon estimate not provided to OSROs • Delay in relaying 58,020-gallon estimate to Unified Command had no bearing

  7. FOSC Evaluation • Did not inquire about tank capacities or pre-allision fuel tank quantities • Did not inquire about maximum potential or reasonable worst-case spill • Relied on representative to assess and act on incoming reports

  8. FOSC Evaluation, cont. • Responsible for overseeing response efforts • Assume control if not being properly conducted

Notifications • Vessel required to contact OSRO within 30 minutes of discovery of discharge • OSRO notified at 0917 (20 minutes) • Owner/Operator or designee to contact QI, OES, and NRC no more than 30 minutes of discovery of discharge • QI notified at 0915 (18 minutes) • OES notified at 0942 (45 minutes) • NRC notified at 0949 (52 minutes)

  10. Coordination • 0950 – Incident commander dispatched by QI • 0951/1041 – Incident commander officially activated OSROs • Incident commander maintained contact with QI and OSROs • Despite lack of physical presence, incident commander actively monitored response efforts/passed information to Coast Guard

Post Accident Actions • DFG-OSPR • Roles and procedures for quantifying spills • Hired additional specialist • Reinforced 30-minute requirement • ISPR and DHS addressed spill quantification • ALCOAST guidance to base response on maximum potential spill • OES revised notification procedures to ensure appropriate counties are notified
