  4. Federal service of state technological, nuclear and ecological control.attached by prime minister M.E. Fradkov • Registers the establishments, polluting natural environment; • - Within one's competence directs state cadastre of wastes, state register of wastes distribution in establishments and conducts wastes registration; • - Establishes and conducts within it's competence state ecological examination; • - Realizes management and methodical ensuring of works on emission of pollutants in natural environment, determines standards: • maximum permissible and temporarily coordinated emissions of pollutants in natural environment; • maximum threshold level concentration of pollutants • wastes formation and limits of their location; • Gives out permissions for emission, limits of contaminants, permissions for wastes location;

International cooperation includes: • State control for realization of international conventions and agreements ratificated by RF • Coordination of cooperation between (FASNC), regional authorities, nature-protective organizations and foreign partners. • Organization and conduction of international exhibitions, meetings, conferences, forums, symposia, etc. • Participation and representation of interests of Russian Ministry of Natural Resources in international activity (international exhibitions, meetings, conferences, forums, symposia, etc). • Organization and conduction of international business meetings, round tables, accompaniment and programs of international delegations in St.-Petersburg and LR • Translation of documents, international programs and meetings information. Translation of main documents into Russian for consideration by Russian represents. Documents analysis, making suggestions on their adjustment and projects realization, taking into account Russian interests. • Preparation and signature of agreements about cooperation with international non-governmental nature-protective organizations

Plan of border cooperation in Russian Federation is confirmed Preparation and signature of intergovernmental agreement with Finland about trans-bordering reserves included to “Ingermanlandskiy” project-reserve. Designed reserve can act like a project of PAs development according to international standards.

  11. 1. Conservation of standards of Eastern Baltic natural complexes in conditions of intense economic development of the region; 2. Maintenanceof biodiversity as the fundamental criteria of region sustainable development, including conservation of rare and endangered plants and animals species. 3. Conservation of most popular birds resting places on the White Sea-Baltic Migrating Way for the maintenance of valuable waterfowls and near water birds in the North-West of Russia and European continent. 4. Conservation of shallow places as the zone of natural biological purification of polluted waters, coming from Neva Bay into the Baltic Sea, as well as spawning places of many food fish Reserve establishment will help to solve following problems:

The Baltic Forests – a Resourcefor EconomicDevelopment withEnvironmental Quality Background The County of Västernorrland has established regional co-operation with the regions ofWielkopolska in Poland and St. Petersburg/Leningrad Oblast in NW Russia. Sustainable forestry has been identified as one vital process to promote, in terms ofregional sustainability, business development, environmental care in the Baltic area,with special focus on the greenhouse effect (reduction of CO2-levels). Aim of the project To create a long term co-operation process with important partners around the BalticSea in the field of sustainable forestry promoting network and cluster building forbusiness growth and development of technology with environmental profile. Regional “godfathers” with special knowledge will involve small and medium sized enterprises(SME) in the project.

  13. International cooperation of Leningrad Region with Chunchon-Namdo province • 2000, 2002-2003 – visits of the Governer Sim De-Pyon in Leningrad Region • 2002 – visit of vice-governor G.V. Dvas in Chunchon-Namdo province • The cooperation is planned in next directions: fish industry and artificial fish regeneration; trade and development of small and middle business; sport and youths policy; culture • 8.02.2005 – the protocol of intents on project realization for construction of combustible`s slates plant
