  2. .IN ccTLD • •.IN is the Country Code Top Level Domain (ccTLD) • • Originally managed by National Centre for Software Technology (NCST), now known as Centre for Development of Advanced Computing (C-DAC) • Restrictive eligibility requirements • Registry and Registrar functions combined in one • Difficult, expensive and lengthy registration process • About 6600 names in the database • • During Aug, 2004, Government of India decided to transfer the .IN Domain Name activity from National Center for software technology, Mumbai to NIXI. • •.IN Registry under NIXI became functional with effect from 1st Jan, 2005 with help of Technical Service Provider (TSP). • .IN Registry adopted a liberal policy with robust dispute resolution mechanism.

  3. Role of Technical Services Provider (TSP) Afilias India Pvt. Ltd. was selected as .IN Registry Technical Service Provider (TSP). Afilias provide a shared registration system enabling registrars to submit real-time registration requests, a public WHOIS service, DNS resolution, and enable all .IN Registry-authorized registrars to offer second and third level registrations. Afilias also provide advice on policy, marketing and other relevant matters for the .IN domain.

Where are we today? • More than 1.3 million domain names registered • More than 87 Registrars appointed across the world. • Qualified Arbitrators appointed for dispute/conflict management of domains, with a vibrant Dispute Resolution Policy (No. of arbitrators is 15 and No. of Disputes 331) • Proactively taking steps to reduce abuse of Domain Names.

  10. .IN Marketing Programme • Introduced .IN Promotional Programme regularly. • Registrar enrollment is necessary. • Two types of promo run (i.e. Volume based and Growth based) • Registrar will receive the larger of the two rebates each month. No need to choose – the .IN Registry will determine which portion of the program gives you BIGGEST REBATE. • Registrars with less than 25 registrations per month on average during the preceding 3 months remain ineligible for promo program rebates

  16. Dispute Resolution Process The INDRP is structured in conformity with the internationally accepted guidelines and the Indian Information Technology Act. The Indian domain name dispute resolution process involves the application of two legal documents namely : - .IN Domain Name Dispute Resolution Policy [INDRP] - INDRP Rules of Procedure To file a complaint, please follow the instructions in the INDRP Rules of Procedure. Once NIXI has received your request, and your filing fee, it will assign an arbitrator and you will receive additional communications. All dispute will be resolved in 90 days. All dispute shall be subject to the jurisdiction of Delhi courts only.

  17. Internationalized Domain Name (IDN) in Indian Language

  18. Internationalized Domain Name (IDN) • • Internationalized Domain Names (IDNs) are domain names represented by local language characters. Such domain names could contain letters or characters from non-ASCII scripts (for example, Hindi or Urdu). • Benefit of IDNs: • * Facilitates interaction with locals in their native languages. • * Promotes usage of local language content • * Promotes reach of Internet in remote & far flung villages. • * Enables bridging of the Digital Divide. • * IGF strongly believes in increasing the diversity of Internet through introduction of multilingual address and creating to online local language content.

  19. Why IDN 72% of India’s population resides in Rural and Remote area. Internet penetration in Rural area is only 2.3%. Lot of scope to increase this penetration. IDN will be an enabler to increase the penetration through use of local language

  20. IDN in 7 Languages approved in Feb, 2011 by ICANN Products to be made available in IDN IDN Zones Unlimited registrations available for all

DNSSEC Implemented in IN Registry • The .IN Registry successfully signed the .IN zone file with DNSSEC. • A DNSSEC OT&E environment made available to Registrars. • Some of the signed domains : • - www.crocker.in - www.stevecrocker.in • Registrars being encouraged to clear OT&E and offer DNSSEC to endusers.
