Introduction – cont’d • Policies supporting the agriculture sector include: • Vision 2040 • Prosperity For All • National Development Plan, 2010/11-2014/15 • National agriculture policy (draft) • Agricultural Development Strategy and Investment Plan (DSIP), 2010/11-2014/15 • Sub-sector policies - Food and nutrition, Fisheries, ….

  7. Sector vision, mission and objectives • Vision – A competitive, Profitable and sustainable agric sector • Mission – transform subsistence farming to commercial agriculture Development Objectives • Improve rural incomes and livelihoods • Improve household food and nutrition security

Agriculture sector performance • Provides food for over 37 m citizens and surplus for millions in the region • Growth rate is about 3% • Contributes nearly 20% to GDP • Accounts for 48% of exports • Food processing accounts for 40% of total manufacturing • Employs about 73% of the labour force • Contributes to poverty reduction (24.5%)

Agricultural Sector Challenges • Low level of production and productivity • high losses due to pests, vectors and diseases • High post harvest losses and limited value addition • Over-exploitation of fish stocks • Unfavourable land tenure systems • Limited access to international markets • Inadequate supportive infrastructure

  12. Challenges on Financing of the CAADP compact • Allocation of 10 percent of the national budget to agriculture CAADP target

  13. Agriculture Sector Priorities • Enhancing agricultural production and productivity • Improving market access and value addition • Creating an the enabling environment for investment in agriculture • Institutional Strengthening in the sector

  14. The CAADP COMPACT

CAADP Compact Process 2006 -08: Compact design was a highly consultative process involving: • Stocktaking, and • analytical studies (evidence informed DSIP) • 2008 -10: Formulation of the DSIP and the CAADP Compact signed on March 31, 2010 • 2010 -11: Resource mobilization and commencement of actual implementation

  16. Stakeholders consulted • Central Government (HE, Cabinet, Parliament and MDAs) • Local Governments • Farmers groups • CSOs • Faith based groups • Private Sector • Academia • Dev’t Partners

  17. CAADP Compact Principles • Country ownership, including political will to develop & implement the investment plan • Building long term partnerships between implementing partners • Evidence-based policymaking • Alignment and harmonization of partner priorities and programs

  18. Compact thematic areas • Enhancing agricultural production and productivity • Improving accessibility to and sustainability of agricultural markets • creating an enabling environment for investment in agriculture • Institutional development for the agricultural sector

Gaps/emerging issues and opportunities for addressing them • Climate change – Draft Climate Change Policy and Strategic Plan in place • Gender issues -mainstreamed in all Govt Sector Plans and budgets • Nutrition Security - Policy, Strategy, Action Plan and draft law in place • Disease Burden (HIV/AIDS, Malaria) –MOH – Interventions on Aids and Malaria in place

Issues for regional action • Unlimited (barrier/tariff-free) access to markets • Control of cross-border diseases and pests • Harmonisation of Sanitary and Phyto-sanitary (SPS) standards • Trade policy harmonisation on importation/ exportation of inputs from outside RECs • Harmonisation of standards/technical specifications • Harmonisation of policies on use and management of shared ecosystems/ resources • Review common market protocal to provide for free movement of semi/unskilled labourfor production
