Methodology According to the SNA, the government sector comprises units from the central government, local government, social security funds and non profit institutions dedicated to non mercantil production which are generaly sponsored and controled by public administration units. The main functions of the public administration consists in assume the responsability of providing goods and services to the comunity or individual households. They finance theses activities with the income the government receives from taxation and other revenues. Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

  4. Methodology The government is engaged in redistributing income and wealth through transfers and producing non-market services that are provided free or at economically insignificant prices. The revenues from the government are comes mainly from the tax collection It is important to measure accurately the government sector since it helps to analyse and determine economic policies off a country Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

  5. Sub-sectorization The central administration includes all government activities- central government, autonomy institutions, provincial administration. The social security funds includes the activity provided by the National Institute for social Securities, which is addressed to remunerated workers and their families. It does not include civil servents and many other public enterprises that have its own social security schemes.

  6. Sub-sectorization The subsectors were defined according to the SNA93 recomendations.   7. Sub-sectorization For the S131, the Ministry of Finance has nice yearly reports on its revenues and expenditures. The detail is huge; one can visualize how much is directed to each institution.   8. Sub-sectorization For the S133Local Administrations (Autarquies) Mozambique has 53 municipalities. The municipality services administration measure the economic activity of a municipality. Sub-sectorization P131 other non mercantil paid production  includes taxes on building permits; vehicle parking; market utilization, taxes payments on collection and gabbage treatment and use of place for kill animals. P132 other non mercantil non paid production  includes personal expenditures; goods and services expenditures.   10. Sources of information For the Central Public Administration, the main source is the Report on the Budget of State (realized). It includes the main item on expenditures and revenues; current and capital expenditures at central and provincial level. Other utilized documents: Statement of accounts of the National Institute for social security. BoP ( interest paid) ; Revenues coming from APIE (an state entreprise linked to real state activity)

  11. Compilation and ajustments We built tables of same format for all institutional sector accounts. It is possible to classify and convert every single basic data into NA records according to the classifications. Some corrections were made to variables regarding current expenditures that are contained in investmnt budget. Update values regarding debt service

Compilation and ajustments It is possible to visualize some salares and wages in kind, for example: The general statement account publishes : Petrol subsidies; vehicle reparing; suplement on salary. There is as item named Other Remunerations : NA considere it as na D11, but can´t for sure determine wheter it is or not na wage in kind. We dont complie yet Consumption of fixed capital ;
