NN Telecommunication and Utilities Department (NNTU) • Responsible for the administration and management of the Navajo Nation governmental office’s telecommunications and utilities services. • Mission is to provide quality and affordable, telecommunication services. • Arranges for 4,800 lines of Centrex telephone service.

  5. Overview • NN President has signed a contract with Navajo Communications Company (Frontier) to implement IP Telephony Service • NNTU funded to convert feasible Window Rock sites and others • With savings and additional funding, other sites will be converted

  6. 1 0 Internet Protocol IP Telephony Basics • IP packets of digitized data travel over IP-Based mediums (wired & wireless) Analog Digital CODEC or VOCODER Analog to Digital Converter Analog

Circuits vs. Packets • Circuit Switching –an establish dedicated circuit (channel) connection between end nodes so that users may communicate. • Dedicated circuits cannot be used for other users until the circuit is released and a new connection is set up, even if no actual communication is taking place • USED BY CURRENT CENTREX • Packet Switching - Internet technology • Does not require a circuit to be established and allows many pairs of voice, data and video sites to communicate almost simultaneously over the same channel • USED BY VoIP

Stand-Alone IP Issues • Purchase, license renewals, maintenance cost, disaster recovery and technical support the responsibility of using department • Certified technicians, in-service training, demand from corporations make having own technicians difficult • New versions of software can bring additional cost and disruption to service • Number changes are required • Integration of multiple call managers is difficult to manage

NN Telephone Architecture • Telco IP Telephony and legacy Centrex telephone work as one integrated system • Calls from public can be transferred to any telephone • Operators can support all telephones • Auto Attendants and Automated Call Distribution calls can send calls to the appropriate telephone • Allows phase-in of IP Telephony as the department networks are brought up to the standards • Stand-alone IP Telephony can have basic connection but no call handling or network features. These type of sites are discouraged

So Why NCC Managed IP Telephony? • Cost • Average cost now is about $35 per phone (including features) per month, IP cost is $12.99 for most phones • With IP Telephony many service changes can be done by NN employees compared to the current telco charge for most changes on Centrex • Voice Mail included in IP Telephony basic charge (Centrex cost $4.95 per month)

  23. List make, model, software level and port capacity of the Ethernet switching equipment: NNTU Comment: NNTU also needs to know if the switching equipment is on a UPS. From this information, NNTU is looking to see Power over Ethernet and Quality of Service capabilities. QoS is mandatory and PoE is highly desireable.

  24. List the make, model and software level of all routers: NNTU Comment: NNTU also needs to know if the network equipment is on a UPS.

  25. NNTU Comment: NNTU also needs to know if there is a wall or rack enclosure. New cabling/patch panels may still be necessary if the terminations and patch panels are inadequate. Temporary usage may occur if the cabling is not optimal but is serviceable until an upgrade is completed.

  26. NNTU Comment: VoIP uses a small amount of bandwidth and only when calls are active. However, if your bandwidth is slow or inconsistent now, VoIP will have an effect, especially for DSL. If you have a DIT fiber connection or Metro Ethernet connection VoIP should have no discernible effect on your network.

  27. NNTU Comment: No additional network connections are generally needed for the IP phone. The VoIP phone is normally inserted in front of PC on the network connection.

NNTU Comment: When power to the phone or the network is interrupted, there will be an approximate 3 minute delay to reset the network to the VoIP phone, Ethernet powering from a UPS protected switch is preferred. For a small office that only has a DSL router, a UPS that can serve the router and at least some phones would be preferred.

  30. Floor Plan Completion • Important to get a floor plan for wiring and phone programming • Installing new wiring and patch panels is likely for many locations • Those sites with completed floor plans are more likely to have their wiring upgraded in the first project phase

Network Connection • Connections to DIT’s WR fiber are best way to connect • Bandwidth issues are being addressed and funded • DIT’s WR switches are being upgraded to POE and UPS power • IP telephones will get power through ethernet and will not be affected by power spikes or outages • Connection to DIT fiber is funded
