What is EVVE? • Electronic Verification of Vital Events • Started as a partnership between SSA and NAPHSIS • Remote message-based queries for birth and death records • Authorized users have a single interface to generate a verification query to any participating jurisdiction throughout the country

What is EVVE? • NAPHSIS national clearinghouse (hub) • Standard Internet-based XML Vital Event Transaction (VET) • Knowledge database for jurisdiction rules and data availability/mapping • Transaction log of exchanges of requests and responses between users and the jurisdictions via the hub • Management and billing reports

  4. Benefits of EVVE • Protects against potential fraudulent activities • Improves customer service • Provides increased response rate to queries • Facilitates rapid access to accurate and verifiable vital record data • Integrates easily with current legacy systems

Who is AAMVA? • American Association of Motor Vehicle Administrators • Not-for-profit organization • Headquartered in Arlington, VA • Mission: "AAMVA is an association representing its U.S. and Canadian membership by working collaboratively to support and improve motor vehicle administration, safety, identification security and law enforcement." • www.aamva.org

  6. Background • AAMVA is studying ways to verify source identity documents presented for issuance of: • Driver licenses • Driver permits • ID cards • AAMVA learned about the SSA EVVE pilot project

Funding • AAMVA and the FMCSA are providing funds to implement a nation-wide driver license fraud detection and prevention program • AAMVA/FHWA Cooperative Agreement DTFH61-97-X-00017 (Task 10) • Funding used for • Development of AAMVA infrastructure • NAPHSIS support services • EVVE system modifications • Transaction costs • State verification fees

  9. Scope • DMV users will verify information on birth certificates presented as proof of identity • Pilot state participation • Iowa • Minnesota • Pilot scheduled to operate through 2004

  10. Pilot Timeline • AAMVA/NAPHSIS project definition discussions began in January 2003 • Task 10 kick-off meeting April 2, 2003 • NAPHSIS EVVE enhancements completed November 2003 • AAMVA infrastructure/bridge modifications completed April 2004 • IA DMV went ‘live’ May 17, 2004

AAMVA/DMV Modifications • AAMVA infrastructure provides a communication bridge between the jurisdiction MVA host systems and the NAPHSIS EVVE hub • DMV generates a birth verification request in AMIE format and sends request to AAMVA bridge • AAMVA bridge translates request from AMIE format to VET XML and sends to NAPHSIS hub • AAMVA bridge receives VET XML response message from NAPHSIS hub • AAMVA bridge converts VET XML response into AMIE format and sends to DMV

NAPHSIS EVVE Enhancements • No-match file generated at the state EVVE-SI server • Invoice generation • Billing at agency or regional office level • AAMVA Invoice added • Multiple-agency flexibility • Different agencies can access different states • Different state fees based on agency • Agency-configured return codes • Session tracking identifier

Initial Observations • Verification match rate has improved • During SSA pilot, IA birth verification match rate averaged 36% • Initial AAMVA EVVE pilot, IA birth verification match rate averaging over 85% • Same IA EVVE database used for both pilots • DMV users experiencing response times between 8-10 seconds overall • Noted many response times of 3-5 seconds

  21. Initial Observations • Date Filed data entry problem • Date signed versus Date received • IA data problem with name field • Mainframe stored name in one field • Parsed into multiple fields for searching

  22. AAMVA Task 7Authenticate Identity Document • On-line verification of driver licenses, permits, and ID cards • System will allow inquiries to verify jurisdiction issued documents • Document Number and Type • Last Name • Date of Birth • Real-time match/no match response • AAMVA infrastructure

  23. Conclusion • Match rates have improved • DMV trained their users • DMV user keying birth verification data from the birth certificate • DMV and Vital Records offices have strong interagency communications • Post-pilot pricing structure needs to be addressed

Conclusion • NAPHSIS and its membership want to see EVVE become widely available and a national initiative • The leadership within NAPHSIS and AAMVA will be a critical factor in the success of EVVE with the AAMVA membership and users • Making EVVE successful requires cooperation and partnership-building relationships: • Between NAPHSIS and AAMVA • Between each jurisdiction vital records office and their DMV agency
