  2. IGDDS presentation topics • Background • Definition and baseline • Data acquisition : details on RARS • Dissemination: ADMs status and plans • Next steps, open issues WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  3. Logarithmic scale ! IGDDS BackgroundSatellite data volume: a driving factor WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  4. IGDDS Background: Space Programme Implementation Plan 2004-2007, endorsed by WMO EC 56 • “Access to satellite data and products (…) would be through a composite system consisting of Direct Broadcast (DB) and Advanced Dissemination Methods (ADM) […] ADM would be the baseline • “ADM will allow seamless inclusion of data/products from LEO and GEO operational and R&D environmental satellites” • “In order to ensure [an optimized] dissemination system (..) it is appropriate to consider (..) an IGDDS which builds on this ADM concept • IGDDS is central to the (..) integrated space-based GOS [to access] the complete range of [its] data and products WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  5. IGDDS BackgroundWMO EC 57: • “…urged CBS to pursue the coordinated integration of (…) the new IGDDS into the GTS / WIS …” • Task WE-06-04: “support the development of ADMs as part of an operational IGDDS, as a component of the WIS and a contribution to GEO-Netcast” Group on Earth Observation (GEO) WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  6. IGDDS Definition and baseline • IGDDS : satellite data & products circulation scheme • to meet the needs of WMO Programmes for improved access • as agreed in WMO Space Programme Implementation Plan • IGDDS Baseline • Integrates all satellite-related data fluxes • Global exchange of satellite data among regional centres • Dissemination relying on ADM and Direct Broadcast • ADM mainly via Digital Video Broadcast by telecom satellite • cost-efficient for end-users and for operators • fully integrated within the WMO Information System (WIS) WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  7. All kinds of WMO programmes data & products (mostly non-satellite) Data Collection & Product Centres Data Collection & Product Centres Data from operational Polar and Geostationary satellites available within region Other regional data :R&D, high-level products National Centres Inter-operability Global Information System Centre (Satellite) Data Collection & Product Centre and data exchange Data Dissemination (possibly shared with non-satellite) Other data-communication means Other data communication means ADM #2 ADM #1 User Community #1 User Community #2 Users IGDDS definition and baselineIGDDSwithin WIS in each region IGDDS components WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  9. Data acquisition activities:RARS for timely access to polar data • EARS (Eumetsat) covers Europe, N-America and North Pole • expanding to include new data (AVHRR, ASCAT from METOP) • distribution via GTS and DVB-satellite broadcast • Plan for Asia-Pacific RARS (distribution via GTS and Internet/FTP) • Plan for South-America RARS (distribution via GTS and Internet/FTP) Regional ATOVS Retransmission Services (RARS) complement the baseline ground segments of polar satellites: Data acquired by several local receiving stations are concentrated, processed and redistributed for regional and global NWP users Timeliness= 30 minutes instead of 2-3 hours for global data. WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  10. Data acquisition activities: WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  11. Data dissemination activities IGDDS dissemination approach Dissemination concept reviewed at ET-SUP, CGMS, RARS-ADM workshop, and reported at CM-6 (Jan. 2006) • Global ADM coverage possible with at least 4 “regional” dissemination services • to be established by satellite operatorsor consortia including satellite operators • critical need for Asia-Pacific region • Sat operators to take responsibility for ADM dissemination services over regions consistent with the location of their primary users (e.g. footprint of their GEO satellites ) • Target date : January 2007 WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  12. Data disseminationactivitiesADMs by satellite operators • Europe : Eumetcast-Ku band (Eumetsat) • Africa and Caribbean: Eumetcast-C band • North-, Central & South-America : • pilot Eumetcast-C band for 2006-2008 • considerations for transition to a NOAA ADM by 2008 • Asia-Pacific regions : • current Shinetek ADM over China • trial planned in 2006 for wide Asia-Pacific ADM including DVB-S broadcast complemented by terrestrial links • Group on Earth Observation (GEO): • Eumetcast serving as a demo for GEOnetcast within GEOSS WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  13. Next steps (1/2) • Data acquisition • Expansion of RARS network to near-global coverage • Access to R&D satellite data to be further developed • Inter-regional exchange mechanisms to be consolidated • Dissemination by ADMs • Near-global ADM coverage expected by 2007 • EUMETSAT-NOAA transition to be considered for Americas • Trial to be followed by operational system in Asia-Pacific • ADM Operators Standards to be addressed WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006

  14. Next steps (2/2) • Overall system approach • Draft IGDDS Implementation Plan for review • Continuity and back-up issues to be addressed • Rolling Review mechanism for User Requirements • Data management: catalogue and meta-data issues (WIS) WMO Space Programme Expert Team on WIS & GTS, Tokyo, April 2006
