  1. The Freight Experience in Indiana Tiffany Julien, FHWA Headquarters Jay DuMontelle, FHWA Indiana Bob Zier, Indiana DOT Jack Kimmerling, Indiana DOT August 2, 2013 Indiana Department of Transportation

  2. Summary This presentation will cover: What is Indiana’s experience with freight? How did Indiana choose a project to apply for “freight” designation, and why? What was in the State’s project application? How was the application reviewed for approval? What’s next? Indiana Department of Transportation

  3. Freight History in Indiana What Indiana is currently known for: Crossroads of America for the Interstate System Project-specific plans – Statewide Plans (2002, 2004, 2007) Major Moves (2005) Multimodal Freight and Mobility Plan (2009) 2013 Freight plan in development Being Fiscally Conservative Indiana Department of Transportation

  4. Crossroads of America Indiana Department of Transportation

  5. Crossroads of America Indiana Department of Transportation

  6. Crossroads of America Interstate 69 / Corridor 18 Indiana Department of Transportation

  7. Major Moves Program of Projects (2005 to present) Indiana Department of Transportation

  8. The Project – US 31, Hamilton County, Indiana • On the National Highway System • The southern section of a series of improvements to upgrade the US 31 Corridor, from Indianapolis to South Bend, Indiana • This section is in the Indianapolis Metropolitan Area • Record of Decision approved by FHWA, in 2009 Indiana Department of Transportation

  9. Reasons “Why?” Since being a “freight project” does not provide “new” money, why did Indiana do it? • “Major Moves” trust fund earns interest for Indiana • $120M will be distributed in 2016 • State legislature recently allowed locals to trade INDOT federal funds for state funds (minimum “75 cents on the dollar”) • Preparing for what may come after MAP-21 Indiana Department of Transportation

  10. Freight Project Approval Process Indiana Department of Transportation

  11. Freight Application Process Based upon MAP-21 Sec. 1116 & 1118: • Decide how best to answer, “How does this project demonstrate an improvement to the efficient movement of freight?” • Referenced performance measures in numerous supporting documents • Metropolitan and private-sector freight stakeholders also supported the project Indiana Department of Transportation

  12. Supporting Documentation • State’s 2007 Project-specific Transportation Plan • State’s 2009 Freight Plan • State’s Draft 2013 Freight Plan • Metropolitan Planning’s Current Plan and TIP • Private Sector Freight Stakeholder’s (CONEXUS) Priority Freight Projects • INDOT’s Asset Management Scoring process Indiana Department of Transportation

  13. Supporting Documentation (cont.) • Environmental Documents (2009) – To identify more clearly purpose & need, scope & alternatives analysis and performance measures • Project Finance Plan (2012) – To provide clearer project scope and cost • Contract information (2013) – To coordinate project authorizations and contract lettings Indiana Department of Transportation

  14. How did FHWA review the application? • Started with Sec. 1116 and 1118, of MAP-21 requirements • Provided observations and concurrence with how project met these requirements • Identified supporting documentation for observations Indiana Department of Transportation

  15. Items encountered during the review • Was the project one construction contract, or many? • What was/is the actual amount of freight moving thru the corridor? • Was the project already authorized or would the State wait for USDOT approval? • Was the amount requested greater than 10-percent of annual funding? Indiana Department of Transportation

  16. Timeline(Only because this was the first request) • February – DOT Application Received • March – Division Recommended • April/May/June – Contract lettings • June – FHWA finalizes recommendation • June – USDOT Approval Indiana Department of Transportation

  17. Lessons Learned • Documentation is important • Documentation and performance measures are strongly dependent upon the type of project and its current status in development • A variety of supporting sources is stronger and more helpful than just the State’s documents • Data collection on improved performance continues to be developed based upon project-type • Use Advance Construction to keep projects “on schedule and budget” Indiana Department of Transportation

  18. Future Freight Projects in Indiana Statewide: Adding Capacity to Interstate Corridors Illiana Highway Heavy Haul Roadway for Port of Indiana I-69 Completion in Indianapolis & Evansville Indiana Department of Transportation

  19. Future Freight Project in Indiana Indiana Department of Transportation

  20. On-going Questions in Indiana • How to coordinate projects with other agencies • Locks along the Ohio River, with the U.S. Army Corps of Engineers • How should the State consider funding multi-modal projects? • What further opportunities are there for Indiana to use P3 funding to improve freight? Indiana Department of Transportation
