Requirements and Recommendations • A tool like the one presented before is required not only in the short term until the treatment becomes mandatory but also in the long term for exemptions and – at least until 2019 – for exchange. The way how exemptions are granted/communited need further elaboration. • Risk assessment and exemptions require combination of all available information sources, including remotely sensed data, in-situ data and numerical models. The remote sensing data are the key source for near real time information. • An investigation should be made how the IMO FSA can be adapted (at least a simplified model of the IMO FSA methodology should be taken into account). • The end user requires a yes-no type information on top of the risk indes. • Ship owners require stable conditions over a reasonable time scale. Ships typically operate for 3-5 years on the same route and it would be preferable to get exemptions and exchange areas not constant over such time scales. Adminstrations need the proper tool to make such decisions. • The ports should be better considered in the model, and the results should take into account the ecological conditions of the ports („ports database“). Decisions should be made on a port-to-port baseline. • There are two level of products required: • Ship owners requiring clear and stable decisions on exemptions and exchange areas • Administration requiring tools to enabling them to provide these final answers Needs of the Administration, Kai Trümpler

  11. The term „risk“ should be clearly defined together with the user group. Then, a common sense should be reached on acceptable and inacceptable risk. • Uptake and discharge should both be addressed in a risk map • Monitoring is required for BW treatment. • ESA and EMSA have a agreement for ESA to use information from CSN. It should be explored how this can be used in the BW risk assessment, in particular for NRT applications. • Other regional seas should be taken into account. This may require additional consultations. • The shipping routes are global, as is the problem. The solution might require regional/local tuning (ecological characterisation, ports, thresholds, weighting functions). • Validation has not been discussed today but is (usually) critical for acceptance of any model. Validation may require in-situ measurements of various kinds and should be integral part of a future activity. Needs of the Administration, Kai Trümpler
