  3. What is a Building Footprint?

  4. What is a Building Footprint? • Horizontal projected area from roof down to ground level. • Roof overhang affects building outline. • Is not the area covered by the structure at ground level.

  5. Building Footprints Sample

  6. Why SEMCOG needed Footprints? • Long range planning and forecasting. • Our forecasting models require accurate buildings data. • Detailed building data from administrative records is often missing, out of date or incomplete.

  7. Building Footprint Acquisition • Building footprints were added to the land cover data purchased under the HUD grant. • Took delivery of 2.6 million building footprints in late 2012. • Reviewed initial footprints to identify and delete polygons that do not represent buildings.

  8. Building Footprints before Review BELLE ISLE

  9. Building Footprints after Review BELLE ISLE FOOTPRINT REMOVED

  10. Adding Value to the Footprints • Footprints as delivered contained only two attributes: a unique ID and median height. • Footprints needed many more attributes to be useful for forecasting and planning. • Assigned 15 additional building attributes to each building footprint.

  11. Building Footprint Attribution Since most local data is organized by the parcel identification number … aka PIN or TAXID … we use this process to assign TAXID to each building footprint.

  12. Attribute Data added to Footprints * Data originates in tax assessment rolls but is updated as needed from other sources.

  15. Attribution Progress to Date 957,877 Footprints Processed To Date

  16. Ways to use Building Footprints • Adjusting fire response service areas. • Maintaining up-to-date housing census. • Performing site specific market analysis. • Address points for emergency dispatch. • Visualizing development decisions.

  17. Adjusting Fire Response Areas • Municipal fire departments in Saint Clair County. • Adjusted fire station service areas based on number and size of buildings.

  18. Neighborhood Housing Census

  19. Site Specific Market Analysis

  26. Next Steps • Deliver footprints to communities as they are completed. • Expect to finish 2010 footprints by the end of 2013. • Strategies in place to add new construction in the future.
