Arrangements are being taken in order to comply with published implementation date: • Hazard and Safety assessment; • Technical specifications adaptation; • ATS systems upgrading, testing and certification; • Revision and amendment of national regulations; • ATCO and FDO stuff training. Current situation analysis Need Modernization These are automated systems operated by UkSATSE, which receive and process flight plans and associated messages: Automated ATC System in Kiev ACC; Automated ATC System in Simferopol’ ACC; Automated ATC System in L’viv ACC; Automated ATC System in Odesa ACC; Automated ATC System in Dnipropetrovs’k ACC; Automated ATC System in Kharkiv TMA; Automated ATC System in Donets’k TMA; Flight data processing system of Ukrainian airspace management and planning center (UKRAEROCENTER); Automated System Air Navigation Charges; Automated Systems of ARO (over 20 airports). There are some major complexities on the way forward: • number of the UkSATSE ATS systems (7) from three different system suppliers (SELEX SI, INDRA, Aerotechnica); • There is a possibility of being late with modernization of ATS system of Dnipropetrovs’k FIR due to complexity of national legislation (tender/contract procedure); • Non-scheduled replacement of ATS system of Odessa FIR; • human resources shortage due to implementing other projects (EURO2012 and CCAMS) at the same time. UkSATSE query In order to ensure the accurate internal costs and operational benefits assessment from FPL2012 implementation we would like to ask ICAO, if possible, to provide UkSATSE with “Business Case” or “Cost Benefits Analyses”. UkSATSE is taking actions to implement Amendment 1; • The modernization plan of UkSATSE automated systems has some uncertainty and risk issues; • For the time being no operational advantages of new FPL format could be foreseen for UkSATSE during the 2012 – 2015 time range; • FPL2012 Business Case and/or CBA became available for study will be much appreciated.
