Registration of Suppliers • All Suppliers intending to do business with any of Public Bodies of Government of Mauritius will be required to register on the e-Procurement System • The Suppliers will be required to provide the information in online registration forms along with necessary credential documents • As part of the registration process, the Suppliers will be provided with a brief case functionality which will allow the suppliers to store their credential documents online • The documents stored in the briefcase by the Suppliers can be used as a reference as a part of their credential documents for registration, responses to the ITTs, a link will be provided in the registration form / response templates to the documents stored in the briefcase • The ITT owners from Public Bodies (including the ones which may not have migrated their procurement process on IPMS) will be able to view the status of registration information of the Suppliers online (including category of registration)

  4. Registration categories • To begin with, the Suppliers will be required to choose to register in one of the following two categories: a. Open category b. Registered category

Registration in Open category • The Suppliers choosing to register in Open category are required to fill in the information requiring to establish the identity of the organization, contact person on behalf of the organization and contact details • Once the above information is provided, the registration will be auto approved by the System and will not have any expiry date • The registration in Open category will allow the Supplier to participate in the all OPEN ITTs processed by the Public Bodies of Government of Mauritius • At any point in time, the Supplier can choose to migrate from Open category of registration to Registered category of registration on the System

Registration in Registered category • The Suppliers choosing to register in Restricted category are required to provide information related to shareholding, directorship, financial capacity, key personnel and experience in addition to the contact information • Once the above information is provided, the Suppliers are required to make payment for application for registration • The registration will be assessed and evaluated by MOFED • Upon approval of registration, the Suppliers will be allowed to participate in the OPEN ITTs as well as CLOSED ITTs (reserved for Suppliers registered with MOFED) processed by the Public Bodies of Government of Mauritius • The validity of the registration in can be limited by an expiry date • In case the registration is not renewed after its expiry, the status of the Supplier will be automatically changed to OPEN category by the System

Participation of suppliers • The participation of suppliers in the bidding process for the ITTs will be validated based on the category of registration information in the e-Procurement System • For example, if the ITT is ‘Open’, all Suppliers registered on the System in the Open as well as Registered categories will be able to participate in the bidding process • And if the ITT is ‘Closed’, then only those Suppliers who are registered in the Registered categories will be allowed to participate in the bidding process. In such cases, the System will also validate the expiry date of the registration of the Supplier • Therefore, in case of those Public Bodies who have migrated their procurement processes on the System, the Suppliers may not be expected to furnish certified copies of registration with MOFED (since the participation will be validated by the System) • In case of those Public Bodies who may not have migrated their procurement processes on the System and process Restricted ITTs, the Suppliers may be expected to furnish only the registration number on the System as a part of their response to the ITTs, the most recent status of which can be verified on the System in real time

Updating registration information • The Suppliers registered in ‘OPEN’ category will be able to update their registration information at any time • After updating the information, the new information will be available to the stakeholders of the System • The Suppliers registered in ‘REGISTERED’ category will also be able to update their registration information at any time • After updating the information, the information will have to scrutinized by MOFED and upon approval by MOFED, the new information will be available to the stakeholders of the System

Renewal of registration in restricted category • The registration of the Suppliers registered on the System in ‘Registered’ category is likely to be time controlled • Upon the registration of the Suppliers nearing expiry, the System will send the Suppliers alerts to remind them to initiate the process of renewal of registration • The Suppliers will be allowed to initiate the process of renewal 45 days before the date of expiry of registration • As a part of initiating the renewal process, the Suppliers may update their information for registration • Upon completion of the process of updating the information, the Suppliers may be required to make payment for renewal of registration • The renewal of registration will be required to be assessed and evaluated by MOFED • After the approval of registration by MOFED, the updated information along with the updated date of expiry of registration will be available to the stakeholders of the System

Debarment and Suspension of Suppliers • As part of the operations of the System, the assessment and the evaluation team of MOFED would be given the rights to debar or suspend the Suppliers • This may be in cases of non – performance of the contracts assigned to the Suppliers • Upon information received from Public Bodies of Government of Mauritius and based on the necessary investigation done by MOFED, the Suppliers may be suspended / debarred from participating in the ITTs processed • The suspension / debarment will be for a period as decided by MOFED • At the time of being suspended / debarred, the Suppliers will be notified along with the reason for suspension / debarment along with the period • The list of suspended / debarred Suppliers will be provided on the Home Page of the System for the information of all stakeholders
