  4. TISD Background TISD is public school district comprising 5 high schools, 18 intermediate schools, and 34 elementary schools. TISD is funded by the state of Texas via district property taxes collected from home owners. The substitute department is the main manager of the system. SEMS (Substitute & Employee Management System) is already in place, but needs more functionality.

  5. Current System The system in place is adequate but lacks expandability and customization. The language that the current system is written in is Java using “net beans” SEMS was developed by a 3rd party and can not easily be modified for custom features needed by TISD.

  6. Business Needs Teachers need to be able to post absences so that their classes will be covered while they are out. Substitutes need a portal that they can find and book job assignments. Principals need to know who is out. The district needs an automated system to generate paychecks for substitutes.

Business Requirements • Teachers • Can post when they will be absent. • Can request a particular substitute. • Will be notified that their class is being covered. • Provide feedback on the substitute. • Substitutes • Can look for postings in areas that they are affluent in. • Feedback will let them know how they are doing.

Business Requirements • The School Administration • Principle can run a report generatedby the system to show who is out and what is covered. • Can manually add or change jobs for teachers. • The Payroll Department • Can automatically generate checks for substitutes. • Can print payroll reports based on jobs worked throughout the district.

  9. Business Value Teachers have an easy way to have someone cover their classes. Substitutes have an easy way to find jobs. Principles can check to see who is out and know what jobs are covered. The payroll department will no longer have to generate checks manually.

  10. Business Value The Reports from the system will help the administration for enhancing their manpower The Feedback that the Substitute receive will encourage them and other substitute for more better performance

  11. Issues and Constraints Since the ISD is state funded, there will be more red tape to go through to get this project completed. The current system must remain in place until the new system is completely operational. The new system must be easy to transition to and as easy to use as the as-is system while providing more functionality.
